Implement initial PyTA functionality

Proposed Changes

This PR introduces the initial PythonTA functionality to the code, based on the initial implementation. It adds the runPythonTA function from the other file, and temporarily disables the server as it is currently unused by the code functionality. Similar to the original implementation, run ctrl + shift + t to run the extension in a Python file.
