Recover emulator launcher ANR during community release gate

What changed

• Detect the Android system launcher ANR dialog in the community first-run emulator gate.
• Tap only the system dialog's Wait button and retry reading the app UI.
• Keep runtime errors, app ANRs, missing content and screenshot failures as release blockers.
• Refresh the gate's source assertions and add a parser test for launcher versus app ANRs.

Evidence

PAM Native v1.0.32 release run 37218764758 built, installed and launched the clean native starter, then timed out because a Quickstep isn't responding system dialog covered its accessibility tree. PHP/Rust/Android/Swift source jobs passed. Local python3 -m unittest tests.test_community_experience_gate, bash -n, py_compile and git diff --check pass.
