What changed: Deleted
.github/workflows/stale-pr-to-draft.yml, the job that turned PRs with no updates for a day back into drafts. Turning PRs back into drafts after a while has no value. Same change as prosopo/captcha-private#5518.Why it was spamming PRs: Every 6 hours it picked a PR with no updates for a day and did two things in this order:
Step 2 has failed every time (
GraphQL: Resource not accessible by integration (convertPullRequestToDraft)): the workflow's token isn't allowed to do it. 196 of the last 200 runs failed. So no PR was ever drafted, but every run left a comment. The comment counts as an update. So 24 hours later the same PR looked stale again and got another comment, forever. The "No updates since …" time in each comment is the bot's own previous comment. #3156 has 22 of them.
Effect: No more of those comments. No PR is drafted automatically for going quiet.
Tests: None. This only deletes a workflow.
