ci: make FIPS optional for combined-site qualification - #575
Make the FIPS operator image optional so full combined-site/SWIM qualification runs by default with the standard image on GitHub-hosted Ubuntu runners. Keep FIPS as an explicit option for a FIPS-enabled self-hosted runner.
Guard FIPS mode with a host kernel check and reject PR merge sources on the self-hosted runner. Record the selected image mode in the image manifest, artifact name, and job summary.
Fix the operator restart proof to wait for a current Ready Deployment, a Ready pod with a new UID, and removal of the pre-restart pod before checking SWIM status and routing. The SWIM and route checks remain required.
Use the existing daily full combined-site cron at 19:00 UTC with the standard operator image. Remove the New York timezone settings, consistent with ci: schedule operator-routing qualification nightly #574, and correct the release documentation. No duplicate scheduled workflow is added.
Validation
Passing fork Actions run 42351321634 tested the product and workflow code at a310e0f19c29d28fcc0ccd654198c852fadcecd4: full combined-site/SWIM qualification passed 29/29 proofs; run-owned cleanup, post-cleanup inventory, and artifact upload succeeded.
Local full Kind qualification passed 29/29 proofs at the same code SHA. cargo test -p xtask passed 734 tests; make lint, nightly formatting, and git diff --check passed.
Later documentation and UTC schedule changes were checked with actionlint, git diff --check, and a focused check of the cron-to-qualification and standard-image selection. They have not had a separate full Kind run.
FIPS startup on a FIPS-enabled host remains a separate qualification. The linked passing run is standard mode. This branch will need a rebase when #574 lands; preserve #574's input-first schedule selection during that rebase.
Summary by CodeRabbit
New Features
Integration test runs can select a standard or FIPS operator image. FIPS qualification is limited to combined-site runs on supported FIPS-enabled runners and is unavailable for PR sources.
Run artifacts and summaries now identify the selected image mode.
Bug Fixes
Operator restart checks verify deployment readiness, new pod readiness, and termination of pre-restart pods.
Combined-site cleanup preserves pre-existing or uncertain resources and removes temporary files only after verified cluster deletion.
Documentation
Updated release and test documentation with image-mode requirements and schedule times.

Walkthrough
The integration workflow now supports standard and FIPS operator image modes, with mode-specific runner, image, and validation behavior. Combined-site cleanup uses baseline inventories and ownership state. Operator restart recovery checks Deployment and pod state. Release and topology documentation describe schedules and qualification requirements.

Summary
Mode inputs and selection .github/workflows/triggered-integration-test.yaml, docs/release.md, tests/e2e/topologies/grid-combined-site/README.md
The workflow resolves standard or FIPS mode, selects the corresponding runner and image, and checks host and image requirements. It records the mode in artifacts, manifests, and summaries. Documentation describes the schedules, mode requirements, and qualification scope.

Layer / File(s)
Summary
Inventory-based cleanup planning and execution .github/workflows/triggered-integration-test.yaml, scripts/combined-site-cleanup-ownership.sh, scripts/test-combined-site-cleanup-ownership.sh
The workflow records baseline resource inventories and uses the cleanup helper to determine resource ownership. Cleanup verifies cluster deletion and removes temporary Kind files only for verified deleted clusters. Tests cover ownership and uncertain or invalid state.

Summary
Restart snapshots and convergence checks crates/xtask/src/env/combined_site_demo.rs
The restart flow records pre- and post-restart Deployment and pod snapshots. Recovery checks current Deployment readiness, a new Ready pod UID, and termination of pre-restart pod UIDs. Tests cover these checks.

Merge Risk: Low · previous review f3351
The operator restart proof can falsely fail if a terminal operator pod lingers, for example an evicted pod. This affects CI qualification runs only and is unlikely in a normal Kind run. Exclude terminal pods from the pre-restart UID set before or soon after merge.

Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Limit the FIPS qualification claim to the operator.
“FIPS-mode deployment” can imply that a successful FIPS run qualifies the whole topology. The workflow still uses the standard overlay-sync image and the pinned Praxis AI image. (raw.githubusercontent.com) Praxis has a separate FIPS image, so a successful run does not establish Praxis FIPS coverage. State that the run qualifies the operator’s FIPS startup, not the full deployment.

- Line 483: Update the FIPS workflow’s cluster lifecycle, identified by the
operator_image_mode check in runs-on, so its always() cleanup deletes only
clusters created by the current run. Record and verify cluster ownership before
cleanup, or use run-unique cluster names consistently for creation and cleanup;
preserve the --keep-on-failure behavior for clusters from earlier runs.
- Line 483: Restrict the “Free disk space” cleanup step to hosted runners so it
does not remove tools or Docker images from reused self-hosted FIPS runners; use
the workflow’s operator image mode to skip cleanup for FIPS runs. Ensure the
self-hosted FIPS runner has sufficient disk space through its existing
provisioning configuration.

Exclude terminal pods from the pre-restart UID set.
operator_pod_snapshot returns every pod that matches app.kubernetes.io/name=grid-operator. This includes pods in phase Failed or Succeeded, such as evicted pods from an earlier ReplicaSet. kubectl rollout restart does not delete those pods. The pod garbage collector removes them only at its threshold, which is 12500 terminated pods by default.
operator_old_pods_terminated requires every UID in before_pods to be absent after the restart. A terminal pod therefore stays in after_pods for the full 90-second poll. state_converged becomes false, and the proof reports a failure even though the restart worked. The cluster stays in this state until someone deletes the pod by hand. Disk-pressure eviction on a GitHub-hosted runner is enough to trigger it.
The selector also uses only one of the two Deployment selector labels. Use both matchLabels from deploy/overlays/kind/deployment.yaml, so the query targets the same pod set that the Deployment manages.
Build the old-UID set only from pods that the rollout replaces, meaning pods not in a terminal phase.
+/// Report whether a pod has reached a terminal phase that a rollout does not delete.+fn operator_pod_is_terminal(pod: &serde_json::Value) -> bool {+ matches!(+ pod.get("phase").and_then(serde_json::Value::as_str),+ Some("Succeeded" | "Failed")+ )+}+
/// Require all pod UIDs present before restart to be absent from the current pod list.
fn operator_old_pods_terminated(before: &[serde_json::Value], after: &[serde_json::Value]) -> bool {
- !before.is_empty()- && before.iter().all(|previous| {+ let mut live = before.iter().filter(|pod| !operator_pod_is_terminal(pod)).peekable();+ live.peek().is_some()+ && live.all(|previous| {
operator_pod_uid(previous).is_some_and(|uid| after.iter().all(|pod| operator_pod_uid(pod) != Some(uid)))
})
}
Add a test case with a Failed pre-restart pod that is still present after the restart.
