Add a Highlights row and a dedicated section to README.md and README.zh-Hans.md covering the local notes library: hybrid keyword + semantic search, the on-device embedding-model catalog (Qwen3-Embedding, BGE-M3, GTE multilingual, multilingual E5, BGE-Chinese), atomic re-indexing on model switch, and opt-in OpenAI-compatible cloud embedders.

Summary
Documents the local notes-library + semantic-search feature, which had no README coverage. Adds to both
README.mdandREADME.zh-Hans.md:Copy verified against shipped behavior; no claims about the not-yet-enabled custom-model import.
Test plan
