What kind of change does this PR introduce?

What is the current behavior?
Some workflows can't be used because there is no powsybl app in this repo. Also, they use outdated secrets that are not used anymore.
What is the new behavior (if this is a feature change)?
We switched to the new workflow + manual docker deploy. Now, to release a new tagged version, you need to be a maintainer and trigger manually a github action (similar to what is done for servers like network-conversion-server).
