fix(usage): keep hub accounts visible through quota failures - #32803
Hub accounts disappear from Usage → Limits when quota requests fail, even though their environment still serves threads. On Android, refreshing three real Claude accounts reproduced HTTP 429 responses followed by missing account rows. This addresses the failure described in #19807.
Pace and coalesce quota reads per account, back off after failures, and retain successful readings for up to 15 minutes with an explicit stale-data warning. Keep failed account identities visible when no reading is available, and prefer a usable reading when the same account is reported by multiple environments. Mobile and web show “Limits unavailable” instead of dropping those accounts; the shared warning collector reports the failure. Widgets handle empty pools, avoid counting unreadable accounts as pooled readings, and mark retained window labels as stale, including in compact layouts.
The server pacing/retention implementation incorporates JustYannicc's work from #19820, commit 860aa817f86a842e7d4ec102e06b9787e2b68207, credited in the commit trailer. This PR adds the failed-account presentation, stale-reading warnings, and duplicate-account handling needed to keep accounts visible throughout the failure and recovery cycle. #19820 is still open; this overlap is intentional and disclosed for review.
Scope and approval
The maintainer reproduction on #19807 establishes the bug: failed hub quota reads make accounts disappear while the environment remains usable. This is submitted as a focused reliability fix for that existing capability, not as a new feature or a claim of maintainer approval of this implementation. The server pacing, retained readings, account collection, and empty-state handling all address that single failure and its recovery. The overlap with #19820 is the explicitly credited server pacing/retention and reset-credit cache invalidation; this PR also handles visible failed identities and stale-data notices across the existing consumers.
Verification
vp run check:changed passed: format, lint, knip, GraphQL, typechecks for 34 affected packages, 102 tests across five files, and eight focused React compiler checks.
Regression tests failed before the fix. Focused coverage includes pacing, concurrent reads, exponential backoff, expiry, recovery, reset-credit cache invalidation, failed identities, and healthy readings from another environment.
Sequential independent code verification and simplification reviews completed; findings were fixed.
Android 16 development client against an isolated server seeded with real stopped threads and the real hub: failed accounts remained visible, then all three real quota readings recovered. Screenshots and video below use initials rather than email addresses.
Real adapter/proxy verification: three initial requests returned 429; five immediate refreshes issued no additional quota requests; after the two-minute backoff, three fresh requests returned 200 and all accounts had quota windows. Sanitized request transcript.
The latest additional Android rerun stopped after the emulator's System UI became unresponsive. The earlier successful Android pass is shown below. iOS and web/desktop were not manually exercised, and the Luis-PC relay path was not verified end to end.
The cache is local to each server; separate environments still poll independently. This does not claim to eliminate all provider 429s or repair a transport problem. Management account-list failures still report a source error. No live installation was changed.
Macroscope's review found this PR approvable — Failed hub accounts now appear as labeled notices in web and mobile Limits views, with duplicate notices removed. The change only presents existing status data and does not alter account behavior or usage limits.

Hub usage reads now use per-account pacing, caching, and failure backoff. Failed reads can retain recent limits with an unavailable notice. Shared collection keeps failed accounts visible, and mobile and web views show unavailable states for accounts with no limit windows.

Summary
Paced reads, cache, and redemption invalidation apps/server/src/usage/cliproxyApi.ts, apps/server/src/usage/cliproxyApi.test.ts
Hub usage reads are serialized per account identity. Successful reads set a one-minute interval; failures increase the interval up to eight minutes. A failed read can return the last successful limits while they are no more than 15 minutes old. Redemption clears cached usage after most outcomes. Tests cover pacing, identity isolation, concurrent reads, and redemption outcomes.
Retain accounts and collect notices packages/shared/src/usageLimits.ts, packages/shared/src/usageLimits.test.ts
Account merging prefers records with windows, then the more recently checked record when window presence matches. Collection retains accounts with probe failures. Notice collection skips unsupported accounts and deduplicates notices. Tests cover unreadable accounts and stale windows.
Mobile and web views show “Limits unavailable” for accounts with no windows. The subscription snapshot returns “No limits available” for an empty pool and marks retained failed-probe windows as stale. Usage documentation describes refresh behavior, read intervals, failure backoff, and retention of recent readings.

Explanation
The title "fix(usage): keep hub accounts visible through quota failures" follows conventional commit form and names the main change. The raw summary and PR objectives show the changeset keeps failed hub accounts listed in Usage → Limits through quota read failures, using cached readings, backoff, and "Limits unavailable" rows across server, mobile, and web. The title covers the primary change without listing files. It does not cover every detail, such as the stale-reading warnings or the widget changes, which is expected.
Full details: Description check
Explanation
The description follows the template's main sections: Problem, Change, Scope and approval, and Verification. The Problem section states the bug, the environment, and the reproduction on Android with real Claude accounts returning HTTP 429. The Change section explains pacing, coalescing, backoff, the 15-minute retention window, and the presentation changes. The Scope section links the maintainer reproduction and states that the work is a focused fix. The Verification section lists the checks run, the Android and proxy results, and what was not verified (iOS, web/desktop, and the Luis-PC relay path). The description also discloses the overlap with #19820. The template's model-and-harness closing line is present. The description has some gaps. It does not clearly state a triaged issue or maintainer approval of this implementation, and it says the change is not claimed as approved. It also cites an unverified Android rerun. Under the rules, the description is mostly complete, so the check passes.

All eight required checks pass on 2550e7e86b9bcd663e252f953a0da87455053b48. The earlier Native fingerprint diff run also passed; its fingerprint-result/changed-platforms artifact is empty, confirming no native fingerprint changes.
The later Mobile Fingerprint Check run targets the same head and is action_required with zero jobs. It is waiting for fork-workflow approval, not reporting a build or fingerprint failure. The approval endpoint returned HTTP 403 (Must have admin rights to Repository) with the configured contributor access. Could a maintainer approve that run?
The PR description also now links directly to the maintainer's reproduction of the missing account errors and explains the focused-fix scope requested by CodeRabbit.

When a hub probe fails after a successful read, the widget can show retained limits without a failure warning until the reading expires. Propagate the failure status into the snapshot and display a warning on both widget platforms, including compact layouts. Extend the existing snapshot test to cover retained windows.

Addressed both outside-diff findings from review 5816663877:
The widget no longer labels the entire account pool as contributing readings. Multiple-account pools use “Available subscription limits”, without a count that includes unreadable accounts.
Retained readings carry “Stale ·” at the start of each affected window label and “Last known limits” in the detail. Android and iOS render the window label, including iOS accessory/simplified layouts, so this does not rely on detail text that compact widgets omit. The original observation time, expiry and percentage remain unchanged.
Extended the existing snapshot regression to cover a healthy account plus an unreadable one, and retained windows with a failed probe. The regression failed before the change; vp run check:changed now passes all checks, including 102 tests and affected-package typechecks. Widget layout rendering was inspected in source; native widget layouts were not manually exercised for this follow-up.
98-106: Trivial · Functional Correctness · Low value
Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Stale detail and label can disagree with the displayed windows.
The detail check marks the pool as "Last known limits" when any account has windows and probeFailed. The window label check (Lines 112-116) uses window.members, so it marks only windows that a failed account contributes to. Both checks are consistent in the single-failure case.
A mixed pool is different. If one healthy account and one retained failed account share a pool, detail reads "Last known limits". The pool also contains fresh data from the healthy account. The label check marks only the affected windows. The detail text then overstates staleness. The test at Lines 143-145 covers a healthy account next to a failed account with no windows. It does not cover a healthy account next to a failed account that retains windows.
Derive detail from the same signal as the labels. For example, use "Last known limits" only when every selected window has a probeFailed member. Otherwise, keep the normal text.

Reviewed the unverified wording suggestion in review 5816702265. Keeping the conservative pool-level warning: a mixed fresh/retained pool still contains last-known data, while each displayed window is marked Stale only when one of its own contributing accounts failed. Requiring every selected window to be affected would suppress the summary warning for partially stale pools. No numerical or freshness-state change is needed. CodeRabbit’s completed summary for 9572ae4 reports no established merge-blocking issue; all eight required checks pass. The cancelled fingerprint run still needs the upstream rerun requested above.
