Antigravity reports Gemini Enterprise license resolution failed (HTTP 429) during ACP authentication, but session startup treats it as an ordinary provider failure and immediately spends all five worker attempts. If the same response uses ACP's authentication-required code, it can also mark a valid sign-in as missing.
Addresses the licensing-startup failure in #16367.
Change
Recognize this specific licensing error at the Antigravity adapter boundary and carry the existing typed usage-limit failure through session opening. Turn startup settles that failure on its first attempt and reports guidance to wait before retrying. The licensing response preserves authentication state; genuine sign-in errors and ordinary retryable startup failures keep their existing behavior.
Scope and approval
This is a focused repair to the error classification and immediate retry burst established in the maintainer-triaged report. The shared server path serves web, desktop, mobile, CLI, and remote clients. The adapter's optional error metadata supports that one failure path without a client or wire-contract change.
The response does not provide a reset time, so this fix adds no guessed deadline or account-wide cooldown. It does not resolve the incident's earlier stream EOF or establish which client exhausted Google's quota.
Verification
Node 26.12.1, locked Effect 4.1.2 and Vite+ 1.4.0. Added regression cases before changing production code, then ran from apps/server:
vp test run src/orchestration-v2/Adapters/AntigravityAdapterV2.test.ts src/orchestration-v2/ProviderTurnStartService.test.ts -t 'session open|without a retry|session-open failure will be retried' --maxWorkers=1
Baseline: 3 failed, 10 passed. Fixed: 13 passed. Cases cover both ACP error codes, ordinary sign-in errors, HTTP 500, matching text outside authentication, and the worker's retry/settlement behavior.
All equivalent selected format, lint, both Knip passes, server GraphQL generation, and 26 affected workspace typechecks passed on Windows. vp run check:changed --concurrency 1 was attempted but stopped in the existing pnpm-junction input traversal problem tracked in #32023 before its check stages. Its cache was not written and the wrapper is not claimed to have passed.
The full selected suites had six existing Windows failures, also reproduced with unchanged baseline production: symlink permissions, escaped Windows path expectations, and POSIX worktree fixtures. Those failures were not skipped or patched in this PR. The exact committed source was exported into an isolated Linux container with the same Node version and locked dependencies, then tested with the same four files and unchanged assertions:
cd apps/server
../../node_modules/.bin/vp test run --maxWorkers=1 src/orchestration-v2/Adapters/AntigravityAdapterV2.test.ts src/orchestration-v2/ProviderTurnStartService.test.ts src/provider/antigravityAuthSupport.test.ts src/provider/AgentContextBudget.test.ts
Linux result: 91 passed (91).
Review follow-up: added an unrelated Authentication failed (HTTP 429) response to the existing session-open classification table. It still requires sign-in and carries no usage-limit failure. The two test files selected by this test-only delta passed 21 tests on Linux, including the new case; format, lint, both Knip checks, GraphQL generation, and all three affected typechecks also passed. The changed-check wrapper was attempted against the previously verified head and again stopped at the documented Windows junction scan. The Linux snapshot matched the original committed source and locked dependencies apart from this one test-row addition; no production code changed in the follow-up.
Actual runtime E2E used the real CLI, HTTP/MCP transport, persisted orchestration, and an external native ACP process in isolated Windows state. The ACP fixture emitted the reported licensing error and provided healthy controls before and after it:
Baseline quota: 5 process starts / 5 authenticate calls; provider_error
Fixed quota (-32603): 1 process start / 1 authenticate call; usage_limit
Fixed quota (-32000): 1 process start / 1 authenticate call; usage_limit
Both fixed quota cases: RATE_LIMIT_EXCEEDED, retryable=true, no resetAt
Authentication afterward: authenticated
Later healthy turn: completed, expected assistant reply, no interactive sign-in
The fixture exercised the real application path; it did not contact Google or reproduce a live Enterprise incident. No paid model turn, live userdata, or real credentials were used. Owned runtime servers and fixture processes were stopped. No visual surface changed.

Classify Gemini Enterprise licensing HTTP 429 during ACP authentication so
session startup reports a usage limit without spending all worker attempts
or marking an authenticated provider as signed out.

Macroscope's review found this PR approvable — Antigravity licensing rate limits now stop automatic session-start retries and display guidance to wait rather than sign in again. The change is narrowly scoped to this failure case and leaves other provider error handling unchanged.

Walkthrough
The ACP adapter can attach a structured failure to session-open errors. The Antigravity adapter maps Gemini Enterprise licensing HTTP 429 authenticate errors to retryable usage_limit failures. ProviderTurnStartService settles these session-open failures without retrying and retains the structured failure.
The Antigravity adapter maps matching licensing HTTP 429 authenticate errors to retryable usage_limit failures and excludes them from sign-in classification. Tests cover matching and nonmatching errors.
ProviderTurnStartService settles sign-in-required and usage-limit session-open failures instead of retrying them. It uses the structured adapter failure when available. Tests cover both failure types.
Issue 16367 reports repeated Antigravity session startup attempts after Gemini Enterprise licensing HTTP 429 errors. This change classifies those errors as usage limits and settles them without retrying.

Added in 1d7a66b: an unrelated Authentication failed (HTTP 429) response now has a case in the existing session-open table. It still requires sign-in and carries no usage-limit failure. The two selected suites passed 21 tests on Linux; format, lint, both Knip passes, GraphQL generation, and all three affected typechecks passed. This follow-up changes only the test table, so the existing runtime E2E remains applicable. The PR body records the commands and Windows check-wrapper limitation.
