Problem

A slow APNs request holds up every other device in the same delivery batch. The existing HTTP deadline eventually releases the batch, but independent devices still wait behind it.

Addresses R2 only in #9661. The broader performance audit remains open.

Change

Group each bounded batch by user and device. Process up to ten device groups concurrently and preserve the original order within each group, including across delivery kinds. Wait for independent groups to settle before surfacing typed failures, so an in-flight claim on one device does not cancel another device's delivery. Jobs still pass through the existing signed-job verification, current-target checks, and durable delivery claims.

Scope and approval

This is the remaining cross-device blocking problem identified in the maintainer's performance audit. Merged #9734 added HTTP deadlines and explicitly left concurrency separate. I checked the pending related diffs: #24456 changes retry handling but still consumes jobs sequentially; #31034 only changes the batch-fill wait. This PR changes batch scheduling and its regression coverage.

Verification

Windows, Node 26.12.1, pnpm 12.14.0, locked dependencies. No UI, device, or paid provider turn was needed.

Baseline on df13391fb1b321b810cfab0e721ca858c65b931f, with the existing sequential worker callback moved unchanged into the testable consumer:

& ./node_modules/.bin/vp.cmd test run infra/relay/src/agentActivity/ApnsDeliveries.test.ts -t 'delivers to other devices|retries an in-flight'

Both regressions failed: the other device was contacted after the blocked device's second job (expected 2 to be less than 1), and an in-flight claim prevented the other device from sending at all (expected 0 to be 1).

The final implementation owns batch processing in the existing ApnsDeliveries service; the queue callback only invokes processBatch. The per-message and batch span names are preserved.

Final verification: 44 selected tests in two files passed, together with format, lint, both prescribed Knip passes, and the affected t3code-relay typecheck. The existing batch cases cover cross-device progress, same-device ordering, and independent delivery despite an in-flight claim failure.

vp run check:changed e6eb1c553b110d2b99aea0b7273c51b4c0effeb4 --concurrency 1 was attempted for the service-boundary follow-up. It stopped in the known Windows ignored-input junction traversal before any check stage (tracked in PR #32023). Every exact selected equivalent ran separately and passed; no success cache was fabricated. A server restart interrupted the first export scan, so only that unfinished stage was resumed. The duplicate parallel commit hook was disabled for this commit after the same unchanged source passed the complete checks serially, to avoid the host-memory failure observed with concurrent Knip runs.

The final selected commands were:

$vp = (Resolve-Path ./node_modules/.bin/vp.cmd).Path
$files = @(
  'infra/relay/src/agentActivity/AgentActivityPublisher.test.ts',
  'infra/relay/src/agentActivity/ApnsDeliveries.test.ts',
  'infra/relay/src/agentActivity/ApnsDeliveries.ts',
  'infra/relay/src/worker.ts'
)
& $vp fmt --check --no-error-on-unmatched-pattern @files
& $vp lint --no-error-on-unmatched-pattern @files
$package = Get-Content package.json -Raw | ConvertFrom-Json
foreach ($name in @('knip:check:files', 'knip:check:exports')) {
  $knipArgs = @('exec') + ($package.scripts.$name -split '\s+')
  & $vp @knipArgs
}
& $vp run --cache --parallel --concurrency-limit 1 --filter t3code-relay typecheck
& $vp test run --passWithNoTests infra/relay/src/agentActivity/AgentActivityPublisher.test.ts infra/relay/src/agentActivity/ApnsDeliveries.test.ts --maxWorkers=1

Runtime verification ran the production enqueue/signing, batch consumption, delivery validation, APNs JWT/HTTP, and PostgreSQL persistence services. It used disposable PostgreSQL 16 and loopback HTTP fixtures for external queue transport and APNs. The APNs fixture verifies the ES256 JWT and holds the first response until the other device arrives. No internal delivery or database service is mocked.

The sequential baseline transcript below was captured before the original fix. After moving batch orchestration into the service, the fixed workflow was run again through that service and passed with all three persisted HTTP 200 deliveries. Save the current harness below outside the checkout as e2e.mjs and run:

node --experimental-import-meta-resolve "$env:TEMP/e2e.mjs" (Get-Location).Path fixed

Observed transcript, abbreviated:

baseline: signed batch first-1, first-2, other-1
APNS_REQUEST first-1
[production send deadline: transport failure]
APNS_REQUEST first-2
APNS_REQUEST other-1
persisted: first-1=null/transportError, first-2=200, other-1=200

fixed: signed batch first-1, first-2, other-1
APNS_REQUEST first-1
APNS_REQUEST other-1
APNS_RESPONSE other-1 200
APNS_RESPONSE first-1 200
APNS_REQUEST first-2
APNS_RESPONSE first-2 200
persisted: first-1=200, first-2=200, other-1=200; no transport errors

Both runtime assertions passed and both owned containers were cleaned up. This checks the affected service workflow with real network requests and PostgreSQL; it does not deploy a Cloudflare Worker or deliver to Apple devices. Ordering is preserved within a batch, without promising ordering between separate Cloudflare batches.

Current service runtime harness

Docker must have postgres:16-alpine available. Use the fixed invocation above with this current-service harness; the historical baseline used the original sequential consumer.

Approvability

Verdict: Approved at e6eb1c5

Macroscope's review found this PR approvable — APNs batches now process different devices concurrently while retaining per-device ordering, so slow requests no longer serialize the entire batch. Concurrency is bounded, and existing signed-job verification and delivery safeguards remain unchanged.

Explain Change →

Walkthrough

The APNs worker now passes queue message streams to ApnsDeliveries.processBatch. The batch processor groups decodable jobs by user and device, processes groups concurrently, and returns delivery errors after group processing.

Changes: APNs delivery batch processing

Layer / File(s) Summary
Device-grouped batch processing
infra/relay/src/agentActivity/ApnsDeliveries.ts, infra/relay/src/agentActivity/ApnsDeliveries.test.ts, infra/relay/src/agentActivity/AgentActivityPublisher.test.ts
ApnsDeliveries adds processBatch for message streams. It groups decodable jobs by user and device, processes up to 10 groups concurrently, and validates that jobs for one device remain ordered while another device can complete first. The in-flight claim test also checks that a job for another device executes.
Worker queue integration
infra/relay/src/worker.ts
The APNs queue callback passes the message stream to processBatch and provides layerRuntime. It removes the previous per-message processing and explicit spans.

Merge Risk: Low · up to 54336

One failing device can cause already-delivered notifications to be retried and sent to the dead-letter queue. Duplicate sends are unlikely because of durable claims, so the impact is bounded. Acknowledge each message after it succeeds before relying on this in production.
