fix(muse): recover from unavailable session views - #32154
Muse can resume a session with history.noneReason: "projectionUnavailable" while still accepting turn/start. T3 ignored that reason and started work whose events could never arrive, leaving the thread running indefinitely.
Change
Decode the existing history reason and reject that unavailable session before starting a turn. The existing orchestration recovery path then opens a fresh native session with the conversation handoff. Intentionally excluded history and empty cursors remain accepted.
Scope and approval
This is a focused fix for an explicit provider protocol failure. It uses the existing session recovery mechanism, adds no settings or model instructions, and changes no client UI or T3 wire contracts. Web, desktop, and mobile receive the same server state; other provider adapters are unchanged. Submitted under the small, obvious bug-fix exception.
Baseline, from packages/provider-muse: vp test run --config ../../vite.config.ts --dir . src/server/adapter.test.ts -t 'closes a newly opened host': 1 failed / 1 passed. The unavailable-projection row failed with expected 'Success' to equal 'Failure'.
Fixed: vp test run --config ../../vite.config.ts --dir . src/server/adapter.test.ts src/server/protocol.test.ts: 43 tests passed. Covers host cleanup, rejection before any turn request, and normal resume with excluded history and an empty cursor.
The mandatory vp run check:changed --concurrency 1 wrapper was attempted but did not finish: its ignored-file cache scan recursively traversed Windows pnpm junctions before running any checks. This is tracked in #32023. The wrapper did not pass. I derived its complete selection for this three-file diff from scripts/check-changed.ts and .github/scripts/ci-changes.cjs and ran each selected step individually, using checkout-local dependencies and the same scope/settings.

The ten typechecked packages were @t3tools/client-runtime, @t3tools/desktop, @t3tools/evals, @t3tools/mobile, @t3tools/provider-muse, @t3tools/provider-pi, @t3tools/scripts, @t3tools/web, t3, and t3code-relay. No generated GraphQL, unused-patch, React compiler, doc-reader, or Node test step was selected for this diff. No repo-wide test suite was run.
Root Vitest stalled after its startup banner and was stopped. The exact three selected files passed through their unchanged owning-package configs instead; no test filters, timeouts, or configurations were weakened. Initial dependent typechecks exposed missing repository patches in the interrupted local install. Applying those existing pinned patches to this checkout's private dependency files resolved the setup errors; tracked files and shared caches were untouched.
Exact equivalent check commands
From the repository root (Knip arguments come directly from the two package.json tasks):
vp test run --passWithNoTests --config ../../vite.config.ts --dir . src/server/adapter.test.ts src/server/protocol.test.ts
From apps/server:
vp test run --passWithNoTests src/provider/AgentContextBudget.test.ts
The temporary server launcher cleared inherited T3/Vite/OTEL environment variables, then called the production CLI entry point. The MSP fixture returned the reported unavailable history response and accepted a turn without notifications; fresh sessions emitted a deterministic completed turn.
Integrated CLI/server reproduction used a disposable T3 home and SQLite database, the production CLI, authenticated local MCP/HTTP, orchestration, Muse adapter and SDK, and a deterministic MSP subprocess. First completed a turn, stopped the server, then resumed the persisted native session with the reported unavailable-projection response. Baseline production files were verified identical to 6577c6b6185167c0e502fa01f9e8e8f2dee6ff25 before the baseline server run. The fixed run used a copy of the completed first-turn database.

Limitations: the provider boundary used a protocol fixture; no live Muse installation, paid model request, browser, or native client was exercised. This addresses an unavailable projection reported at registration; loss of a view during an already active turn is outside this change.

Reject projectionUnavailable before turn/start so existing session recovery can open a fresh native session with the conversation handoff.

Macroscope's review found this PR approvable — Muse now reports an explicit error when a session's live view is unavailable, using existing host cleanup and recovery handling. The change is limited to that failure condition and leaves normal session behavior unchanged.

The Muse session result schema now accepts an optional history noneReason. Registration fails with a protocol error when the reason is projectionUnavailable. Tests cover fresh-start and saved-session registration cleanup, and verify snapshot history when the projection is unavailable.

Session result validation packages/provider-muse/src/server/protocol.ts, packages/provider-muse/src/server/adapter.ts, packages/provider-muse/src/server/adapter.test.ts
MuseSessionResult.history accepts an optional noneReason. Registration rejects results marked projectionUnavailable. Tests check registration failure, host cleanup, and that a snapshot retains prior host history when the projection is excluded.
Unavailable projections are rejected before a turn, and saved sessions can recover through a fresh session. No actionable merge-blocking risk was identified.

Explanation
[#17804] The adapter decodes history.noneReason and rejects projectionUnavailable before a turn. The cleanup test covers that case. However, the issue also specifies rejection for an empty viewCursor. The adapter does not check the cursor, and the resume test accepts an empty cursor with excluded history. The PR does not implement either of the issue's notification-handling alternatives.

Address empty viewCursor resumes as required by #17804, or implement a specified notification-handling alternative. Add automated tests for the selected behavior.

Reviewed the empty-cursor warning against the pinned @muse-code/sdk 1.4.6 protocol. Its HistoryNoneReason declaration (dist/src/msp.d.ts, spec 208 INV-19734-1) explicitly states that viewCursor text never substitutes for the typed history reason. An empty cursor alone therefore is not a reliable projection-unavailable signal. This PR intentionally rejects the reported history.noneReason: "projectionUnavailable" state before a turn, while preserving noneReason: "excluded" when history was deliberately omitted.
