feat(web): usage rows in thread details open the usage page - #32144
The Session and Weekly rows in the thread details card show a tooltip but go nowhere, while the natural next step is the full usage page.
Limit rows (and the "Limits unavailable" row) now render as a router Link to /usage instead of a focusable div, so click, Enter, and middle-click all work. The tooltip and styling are unchanged apart from a pointer cursor. The Context row stays non-interactive since the usage page doesn't cover it. Web/desktop only; mobile has no equivalent card.
Model: Claude Opus 5.5, via Claude Code in T3 Code.
Macroscope's review found this PR approvable — Usage-limit rows now link to the existing usage page while retaining their tooltips; context-window rows remain unchanged. This is a limited navigation improvement with no change to usage accounting or settings.

UsageRow supports an optional opensUsagePage prop. When enabled, it renders a /usage link with an “Open usage” accessible label and pointer cursor. The unavailable-limits row and each usage-limit window row enable the link. Other rows remain focusable divs.
Issue 32077 proposes opening Usage from the current-thread limits display. This change adds navigation from the thread details limits rows but does not add the requested composer ring or account comparison.
Issue 30990 describes the unavailable Limits row and recommends reading limits in Usage. This change makes that row open Usage but does not change limit source matching.
