fix(web): cut-off model picker labels show their full text on hover - #31930
A user pointed out that model picker labels get cut off with no way to read them. The row name got a hover title in #28409, but the sub-provider label ("OpenCode …", "Anthro…"), the model name above the effort column, and the composer trigger label still had none.
Each of these now shows its full text as a native title on hover, only when it is actually cut off. The row name's inline logic moved into a small titleWhenTruncated helper so all four use the same code. The composer trigger still has no hover tooltip (#28076 removed it on purpose). It only gets a title when its label is cut off.
The other complaint, that the popup moves while you switch models, was from v0.1.6. #28307 fixed it in v0.1.7. I checked again on main at 1280, 700 and 620 px: switching between seven OpenCode models moved the trigger's left edge from 307 to 431 px, and the popup stayed at the same place.
Proof: browser check against a dev server with OpenCode turned on. Hovering a cut-off label set title to the full text, for example OpenCode on the sub-provider and DeepSeek V4.1 Flash Free on the effort header and the trigger. Labels that fit got no title, and a label that changes while the pointer stays on it drops the old title. vp run check:changed passes.
Before (left) and after (right), recorded in a headed Chrome. The row name already had a tooltip. The cut-off "OpenC…" sub-provider and the model name above the effort column now get one too.

Shared handler and label usage apps/web/src/lib/utils.ts, apps/web/src/components/chat/ComposerModelEffort.tsx, apps/web/src/components/chat/ModelListRow.tsx, apps/web/src/components/chat/ProviderModelPicker.tsx
Added titleWhenTruncated, which sets the title when text overflows and clears it otherwise. Applied the handler to the effort-header model label, model and sub-provider labels, and composer-owned picker trigger text. Labels in the effort header and picker use keys based on their current text.
pingdotgg/t3code#29099: The PR adds hover titles for truncated model and provider labels. The issue also requests provider instance names and slugs, which these changes do not address.

Closing in favor of #29140, which fixes the same cut-off labels and adds browser tests. This PR also gave the composer trigger label a title when cut off. #29140 does not cover that.
