feat(policy): limits.providers.allowedAcpAgents limits which ACP agents run - #31490
allowedDrivers allows or forbids the whole ACP Registry. An administrator who approved one agent had to allow every agent in the registry, plus any local command a user configured.
Change
Adds limits.providers.allowedAcpAgents, a list of registry IDs:
The catalog drops other agents from search. prepare and resolve refuse them before anything is downloaded or launched, and inspect reports them as denied.
The limit locks commandPath and commandArgs on ACP instances through the existing lockedInstanceFields rule. Both a local command and an executable override would run something other than the listed agent. Clearing commandPath also leaves a source: "local" instance with nothing to run, so every local instance stops under this limit, including the dev-only Replay (dev).
A refused agent or local instance reports availability: "unavailable" with the policy as unavailableReason, the same fields a disallowed driver uses. Settings show "Unavailable" and the reason, and the model picker disables the instance with that reason.
The add dialog says the limit applies, hides "Local ACP command", locks the executable override, and refuses a manually entered ID the policy leaves out. The search empty state says only allowed agents appear.
The instance card shows the same notice above the locked fields.
The limit is in the client summary, the Group Policy template as a JSON value, and the user docs.
IDs are not checked against the registry, because the registry changes independently of the policy. A misspelled ID matches nothing, and the docs say so.
Used with limits.providers.installs: false from #31486, only an agent T3 Code already installed can run, because this limit also removes the executable override. Whichever PR merges second should add that sentence to the docs.
Scope and approval
One limit, plus the client changes that explain it. Older builds refuse a policy with this key, like any other new key.
vp run check:changed passes on this head, and all 8 required checks passed on it.
The one-line auth.ts change, which returns the policy reason from sign-in discovery, has no test of its own.

vp run dev --no-seed with a scratch --home-dir and T3CODE_DEV_MANAGED_POLICY_PATH, driven with agent-browser against the real ACP Registry. No turn was started.
The first run found the gaps below. Each "Before this fix" entry is from head ca65c9a7de, and each "Now" entry is from this head.

Other results:
No policy: the dialog listed the full registry. DeepAgents installed through the real catalog, and a local /bin/echo instance saved.
Allowed agent, end to end: with allowedAcpAgents: ["deepagents"], deepagents-acp@0.1.7 installed with real npm install --global into the scratch home and reported Available. I stopped at the sign-in step and started no turn.
Policy removed: the local instance got /bin/echo back and nothing stayed locked. The stored value was never changed.
Invalid policy: an empty allowedAcpAgents list and a malformed file both stop the server from starting. The log names the file, and for the empty list the bad key. The web client stays on its splash screen, because no server is running. That applies to any invalid policy, not just this limit.
Not tested: mobile, desktop, remote connections, Windows Group Policy, and a real turn on an allowed agent. prepare's refusal is covered only by AcpRegistrySupport.test.ts. I could not reach it from the web client, because a policy only changes on a server restart and the settings page closes the dialog on disconnect. A real prepare failure did show in the dialog's alert, which is how a refusal would appear. Mobile was checked by reading the code only: modelOptions.ts already filters availability === "unavailable".
Known limit, stated in the docs: provider environment variables stay editable, so PATH can still change which npm or uv installs an agent. maxRuntimeMode locks them.
Two things found along the way, neither caused by this PR:
npm 12 masks UUIDs in npm root --global output, so an npm-distributed agent fails with "could not resolve its global command" when the T3 home path contains a UUID.
The first allowed agent I tried, gemini, was blocked by a local 4-day package age rule. I left that rule on and used deepagents instead.

The policy in these captures sets limits.providers.allowedAcpAgents for "Example Corp" and allows one agent, Gemini CLI.
1. Before: add provider dialog, no policy
Every registry agent is listed, and Local ACP command is offered.
2. After: add provider dialog, limit set
Only the allowed agent is listed, a notice says why, and Local ACP command is gone.
3. Before: local command card, no policy
The instance runs /bin/echo, and its source, executable and arguments can all be edited.
4. After: local command card, limit set
The same instance is unavailable with the policy reason. Its command fields are locked and a notice says why. The tooltip shown is the hover text on the locked ACP source field.
5. After: manual entry with a denied agent, limit set
Entering cline by hand is refused in place with the policy message, and nothing is saved. Executable override is locked.
6. After: agent added before the limit, now denied
An existing DeepAgents instance shows as unavailable with the policy reason, and its executable override is locked.

allowedDrivers can only allow or forbid the whole ACP Registry, so an
administrator could not approve one agent. The catalog now hides and
refuses agents outside the list, and the list takes commandPath and
commandArgs from users, since either would run something else.

Walkthrough
The change adds an administrator-managed allowlist for ACP Registry agents. The policy reaches the ACP Registry catalog, which filters denied agents and rejects restricted operations. Settings surfaces display policy restrictions, and denied existing instances appear unavailable.
Changes: Managed ACP agent policy
Layer / File(s)
Summary
Define and propagate the agent allowlist packages/contracts/src/managedPolicy.ts, apps/server/src/policy/*, apps/server/src/provider/ProviderHostLive.ts, packages/provider-core/src/server/ProviderHost.ts, packages/shared/src/managedPolicyFile.ts, apps/server/src/policy/ManagedPolicy.test.ts, docs/user/managed-policy.md
The managed policy contract and summary include allowedAcpAgents. Policy configuration maps the Windows Group Policy value and locks ACP Registry launch command fields. The provider host exposes the policy. Tests and documentation describe the allowlist and its behavior.
Enforce the allowlist in the ACP Registry catalog packages/provider-acp-registry/src/server/AcpRegistrySupport.ts, packages/provider-acp-registry/src/server/AcpRegistrySupport.test.ts
The catalog filters denied agents from search and rejects denied agents in prepare, registry-backed inspect, and resolve. It also reports local-command denials during inspection. Tests cover denial details and verify that denied agents do not trigger a global npm install.
Map denials to provider status packages/provider-acp-registry/src/server/auth.ts, packages/provider-acp-registry/src/server/driver.ts, packages/provider-acp-registry/src/server/driver.test.ts, apps/web/src/components/settings/providerStatus.ts, apps/web/src/components/settings/providerStatus.test.ts
Denied inspections produce an error snapshot with unavailable status and a policy message. The provider status summary displays “Unavailable” and uses the unavailable reason as its detail.
Apply the policy in ACP settings apps/web/src/components/settings/AddProviderInstanceDialog.tsx, apps/web/src/components/settings/AddProviderInstanceDialog.environment.browser.test.tsx, apps/web/src/components/settings/AcpRegistrySearchStep.tsx, apps/web/src/components/settings/ProviderInstanceCard.tsx
The settings dialog checks manual agent IDs, applies managed config-key locks, shows the policy notice, and omits local configuration when restricted. Search and existing ACP Registry instances display policy-specific messaging.

This adds an administrator-managed allowlist for ACP Registry agents, with catalog filtering, refusal in prepare/resolve, unavailable status for denied instances, and matching settings UI. The documented limit that PATH and provider variables stay editable is an accepted tradeoff, not a regression. No actionable merge-blocking risk remains.

This case checks only search for the allowed agent; all three operation calls use the denied agent. Extend this case to prepare and resolve the allowed agent, with a package version that matches the fake toolchain manifest. That assertion would catch a regression that blocks every agent while the denial checks still pass. As per coding guidelines, “Backend behavior changes ship with focused tests for that behavior” and “Extend before you add.” As per path instructions, tests should cover backend behavior at the lowest layer.

A real client run showed the limit worked but explained itself badly.
A refused agent read "Not found", a local instance was told to configure
the command the policy had locked, and the add dialog offered local
commands and saved refused agents.
A refused agent or local command now reports as unavailable with the
policy as its reason, through the existing availability fields. The add
dialog says the limit applies, hides local commands, locks the override,
and refuses a manually entered agent the policy leaves out.

CodeRabbit nitpick on AcpRegistrySupport.test.ts (exercise an allowed agent through the new guards): already addressed. ca65c9a7de made the "hides and refuses agents the policy leaves out" case prepare and resolve the allowed agent through the fake toolchain, and that case still does on 6ec8aed034. No further change needed.

denied an empty one. inspect and resolve now refuse a local command or an
executable override themselves while the policy limits agents.
