fix(server): proxied usage limits keep their reset time and follow the hub's model routing - #30778
Through a CLIProxyAPI hub, a usage-limit stop showed "Reset time unavailable; retry manually", with no resume or snooze (#26574, #30990, #30886). The hub hides the rate-limit data T3 reads:
Codex: the hub filters codex.rate_limits. Only the error text keeps the reset time.
Claude: Claude CLI drops the hub's Retry-After. Only the hub's management API knows when an account refills.
Model routing: a hub can route a model to another provider's accounts. A Claude instance running GPT models spends the hub's Codex accounts, but T3 matched hub accounts by provider only.
Codex reset: read the reset time from the error text when the snapshot has none. It uses Codex's own time zone and adds one minute, so resume never runs early.
Hub reset: when a proxied instance has no reset time, take it from the hub. It is the earliest refill among the accounts that serve the model, and only when all of them are spent. Exactly one hub must serve the model. If an account cannot be read, the reset stays unknown.
Model routing: read each hub account's models (auth-files/models) and use the accounts that serve the thread's model. Older hubs fall back to provider matching.
Thread card: a proxied instance shows hub account limits, read from the hub's management API (api-call to each account's usage endpoint), not from streamed rate_limit_event frames. The hub names no account per turn, so T3 shows the account the hub served last, from the recent_requests counts every hub reports. With no recent requests, it pools all accounts for the model.
Codex custom provider: report limits as unsupported instead of an error.
Direct logins keep their current behavior.
Proved by: failing-first regression tests, real Codex and Claude CLI runs against local 429 stubs, and the thread card in a running app against a real CLIProxyAPI hub (Claude Code with ANTHROPIC_BASE_URL + ANTHROPIC_AUTH_TOKEN).

Macroscope's review found this PR approvable — Usage-limit displays and missing reset times now reflect the hub’s model routing and account availability. The change preserves existing recovery settings and uses bounded, read-only hub queries with conservative fallbacks.

Usage-limit collection now supports model-routed hub accounts. Thread details can show pooled limits for routed accounts. Codex failures can use reset times parsed from messages, and eligible proxied failures can use pooled hub reset times.
Hub account snapshots can include routed model IDs. Usage-limit collection accepts a model and selects accounts by routed model when available, including matching model names with the [1m] suffix. Mobile usage report calls pass the selected model.
Thread details resolve instance limits or pooled limits from accounts serving the thread model. The card displays pooled usage, contributing account count, reset details, pace, and source labels. The usage panel receives the active model.

The reset fallback calculates recovery times for matching exhausted accounts and is provided to the production runtime. Eligible proxied usage-limit failures without a reset time use the fallback when it returns one.

Codex reset times can be parsed from failure messages using the effective time zone and used when snapshots lack a reset. Codex usage limits are marked unsupported for the described API-key and missing-account cases.
pingdotgg/t3code#30990: The change displays pooled hub limits in thread details for proxied providers.
pingdotgg/t3code#26574: The change uses pooled hub reset times for eligible proxied failures; queued-message snoozing is not covered.
pingdotgg/t3code#30886: The change adds model-routed hub limit display and passes the selected model to usage-limit collection.
pingdotgg/t3code#11873: The change skips the Codex rate-limit request when there is no account and marks the described unsupported-auth case accordingly.

Thanks @Bil0000. The unifiedWindows parsing looks right: the CLI builds those windows from the anthropic-ratelimit-unified-5h/7d-* headers and clamps utilization to 0..1, so the ×100 matches. But the PR's premise, that a proxy forwards subscription limits during turns, has not been observed against any real proxy, and I can't reproduce it. Requesting changes until it is. (I'm pausing the takeover I mentioned above until then.)
What I observed
Claude CLI 2.1.318 through a CLIProxyAPI hub via ANTHROPIC_BASE_URL, one Haiku turn each, --output-format stream-json --verbose:
Auth
rate_limit_event emitted
ANTHROPIC_AUTH_TOKEN
none at all
CLAUDE_CODE_OAUTH_TOKEN
{"status":"allowed","isUsingOverage":false} only. No utilization, no unifiedWindows, no rateLimitType
A raw POST /v1/messages to the hub returns no anthropic-ratelimit-unified-* headers. CLIProxyAPI pools several accounts, so per-account headers would not describe one account even if it forwarded them. With either frame above, claudeRateLimitEventToUpdate returns undefined, and none of the managedProvider / applyUsageLimitsUpdate changes are reached. For this setup the card still says "Limits: Unavailable" with the PR applied.
The verification section confirms this: the rate_limit_event came from a local stub that sends Anthropic rate-limit headers, and the "not checked" note says apiKeyHelper / ANTHROPIC_AUTH_TOKEN setups emit nothing.
What we need before this can merge
A real proxy that emits these chunks. Name the proxy (product and version) and the exact config: base URL setup, auth mode (CLAUDE_CODE_OAUTH_TOKEN vs ANTHROPIC_AUTH_TOKEN vs apiKeyHelper), and any passthrough or header settings. It has to forward the upstream anthropic-ratelimit-unified-* headers for one account. Redact tokens, keep everything else.
Raw rate_limit_event frames captured from that setup, not from a stub. They should show unifiedWindows (or top-level utilization) arriving through the proxy. Include the response headers the proxy returned for that request if you can.
A replay fixture recorded from that session with apps/server/scripts/record-claude-agent-sdk-replay-fixture.ts, under apps/server/src/orchestration-v2/testkit/fixtures/. Add one case in ClaudeReplayFixtures.integration.test.ts asserting the provider snapshot ends up with the streamed windows after an "unsupported" probe. The harness doesn't capture onUsageLimits today, so it needs a small extension.
A screenshot of the thread details card showing the limits on that setup, from the running app.
Unit tests alone won't be accepted here. The current ones prove the code does what it was written to do with hand-built frames, not that any proxy produces those frames. Once there's a replay, most of the new unit tests can go: keep at most the unifiedWindows parsing case.

Extend coverage for hubPoolResetAt boundary cases.
Test missing or invalid resets and a latest reset at or before now. Also test a mixed-driver hub: accounts for other drivers must not affect the requested driver’s result. These cases would catch regressions that report an incorrect reset or discard a valid one.

A CLIProxyAPI hub routes a model to the accounts that list it, which can
belong to another driver: a Claude Code instance running GPT models spends
the hub's Codex accounts. The reset fallback, the thread usage card, and the
/usage-limits report now read each account's routed models and match the
thread's model, falling back to the driver when the hub lists none.

… model last
CLIProxyAPI reports no account per turn. T3 now dates each hub account's
latest served request from the hub's standard recent_requests buckets, and
the thread usage card shows only the routed accounts the hub served last.
With no recent request, the card pools every routed account as before.

An empty auth-files/models list means the hub routes no model to the
account, so it no longer falls back to every model of its driver.
