fix(server): keep fork history stable across repeated source rewinds - #30044
A second source-thread rewind can change history already inherited by a fork: send alpha and bravo, rewind bravo, send charlie, fork from charlie, then rewind charlie. The fork must keep alpha/charlie and never resurrect bravo.
This follows up on the documented limitation in #29695 and relates to #30030. I reproduced the gap against that PR's unchanged head b04463ab5c942de8f5483d3b6dd44a6869f8acfa: it initially excludes bravo, then includes it after the second rewind. Main includes bravo even before that second rewind.
Change
Use a rolled-back run's existing completedAt (the rewind time) and the fork's creation time to select inherited runs. Turns discarded before the fork stay absent; turns discarded afterward stay in that fork. Apply the same rule to full projections, timeline reads, bounded snapshots, and shell counts. No contract, migration, provider, or client changes.
The four-path plumbing adapts #29695's approach, replacing its source-run-status shortcut with timestamp eligibility. Since #29695 remains open, this PR targets main and includes the complete correction; the overlap addresses the same history-membership defect rather than a second independent fix.
Scope and approval
Focused fix for an obvious bug under CONTRIBUTING.md's small-bug exception: a later action on the source must not add discarded messages to an existing fork. No new workflow or product default. The existing stability regression is extended rather than adding another test layer.
Verification
Extended regression failed first on main with before second rewind: expected ['source one', 'source two'] to deeply equal ['source one'], and on fix(server): forks no longer show turns the source rewound before the fork #29695 with the same mismatch after the second rewind. It now passes before and after that rewind, checking projection, activity timeline, bounded snapshot, individual shell count, and shell snapshot count. Existing coverage still confirms that a fork created before a rewind keeps its inherited rows.

Standalone Node run using the real ProjectionStore and isolated in-memory SQLite, applying thread/run/item events without mocks (not a provider/UI test):
fork created before rewind: projection/timeline/bounded = alpha, bravo; shell count = 5
fork created after first rewind: projection/timeline/bounded = alpha, charlie; shell count = 5
same fork after second rewind: projection/timeline/bounded = alpha, charlie; shell count = 5
Real-client verification on unchanged head 86f541a177 now passes in the built-in Browser panel against isolated Linux dev state, using real Codex gpt-6-luna turns (Replay does not expose rewind):
Send alpha and bravo; fork from bravo to preserve a control conversation.
In the source, use Edit from here → Revert and keep changes on bravo; send charlie; fork from charlie. The new fork contains alpha/charlie and excludes bravo.
Rewind charlie in the source, leaving alpha only. Reload the later fork: it still contains alpha/charlie and excludes bravo. Reload the earlier fork: it still contains alpha/bravo.
After a dev-server restart, the later fork still renders alpha/charlie. Authenticated snapshot and bounded reads return HTTP 200 with those two prompts; shell visibleItemCount agrees with the eight projected rows. No fixtures or direct database writes were used for this client flow.
Native mobile, Electron, other providers, and remote/relay/tunnel connections were not exercised; all clients and providers consume the corrected server projection reads.

Keeping the existing regression for the repeated-rewind case. sourceRun2Id is discarded before laterForkId is created; sourceRun3Id is completed at fork creation and discarded afterward. Its 300 items must stay inherited, while run 2's messages must stay absent. The 303-row assertions deliberately check that distinction across projection, timeline, bounded snapshot, and shell counts before and after the second rewind. This test fails on #29695 specifically after that second rewind.
The newly linked browser captures independently confirm the same behavior with real Codex Luna turns: the later fork retains alpha/charlie after rewinding charlie in the source, and the earlier control fork retains alpha/bravo. The head remains 86f541a177; only verification evidence was added to the PR description.

Use a server-owned persisted ordering boundary for fork history.
thread.fork accepts a caller-supplied createdAt, and the new filter treats that wall-clock value as the ordering boundary. A skewed value can make an already rolled-back run appear in inherited history or make a later rollback remove history that existed when the fork was created. The strict millisecond comparison has the same failure when fork creation and a later rollback receive equal timestamps.
Store a server-owned persisted order marker when the fork is committed, and compare rollback order against that marker in all of these readers. Preserve the existing timestamp behavior for historical forks that do not have the new marker.

on this head, the later fork contains alpha/charlie before and after the second source rewind and reload. its first continuation, started only after that rewind, uses a context handoff and recalls exactly alpha, charlie without those tokens in the question.
the earlier control fork keeps alpha/bravo and its first continuation recalls exactly alpha, bravo.
restarted the dev server with copied isolated dev state. both forks persist, source contains only alpha, and another real turn in the later fork still returns alpha, charlie.

native electron, ios/android, other providers, and remote/relay/tunnel connections were not exercised on this linux web pass. cancelled queued prompts were covered by the existing focused tests, not a real-provider queue scenario. caller-supplied clock skew and equal-millisecond fork/rewind ordering raised in the discussion were not exercised; this pass proves the sequential web-client flow.
