feat: continue on another account with usage left when one runs out - #28595
With several accounts of the same provider (for example two Claude subscriptions), picking Opus 5.5 on an account that is out of its 5-hour or weekly usage leaves you stuck: the message fails or the thread waits hours for the reset, even though the same model on another account still has usage. Switching by hand is the only way out, for every thread. Discussion #27365 asks for the new-thread part of this.
Change
One opt-in server setting, Settings → Threads → Switch to an account with usage left (fallbackToAvailableAccounts, off by default). With it on:
Sending.ThreadMessageIntake (the entry point for client sends and thread launches) checks the message's model selection. If its account reports the window exhausted, the message goes to the same model on another account of that provider with usage left, keeping the model options, or to another provider's default model when none has any. Steering an active run is left alone.
Mid-work.UsageLimitRecoveryWorker already sweeps threads whose latest run failed with usage_limit. For a failure from the last 10 minutes it now dispatches the existing manual continuation ("Continue where you left off.", manualContinuationOfRunId) on the other account, instead of waiting for the reset. The existing provider-switch path handles the session restart or handoff. The 10-minute window keeps the setting from waking old limited threads when it is turned on.
New threads.resolveNewThreadModelSelection uses the same choice after the configured fallback model.
Choosing the account (availableAccountSelection in packages/shared/src/usageLimits.ts): same-provider accounts first, then other providers, most headroom first. Only accounts that report limits qualify (an unknown balance may be pay-per-use or already spent). Instances signed in to the same login count once (credentialFingerprint). The worker also remembers an account that just hit a limit until its reset, so two spent accounts with stale bars do not bounce a thread back and forth.
The composer's fallback notice names the account it switched to.
Scope and approval
Follows the direction in discussion #27365 (opt-in, configured fallback first) and extends it to sends and limited threads, which #24453 and #18949 also ask for. No maintainer approval yet.
Verification
packages/shared/src/usageLimits.test.ts: same-provider account with the most headroom (keeping model and options), another provider's default when every same-provider account is spent, no switch when no other account reports limits, and no switch with the setting off. The switching cases fail on main.
ThreadMessageIntake.test.ts: a send on an exhausted Claude account is dispatched on the other Claude account with the same model.
UsageLimitRecoveryWorker.test.ts: a just-limited thread continues on the other account; it waits when the setting is off, the limit is old, or the other account just hit its own limit.
ProjectionStore.test.ts: the candidate query returns recent limited threads for switching and excludes ones that ended before the window.
vp run check:changed: format, lint, knip, graphql, typecheck (35 packages), tests (11 files), react compiler pass.
Real web client against an isolated dev server: the switch turns on and persists, and the reset action turns it back off.

When account switching is enabled, model selection can use another eligible account when the selected account is out of usage. Thread intake and limit recovery apply account selection, and the composer displays the fallback model and provider.
The shared resolver checks a usable configured fallback, then eligible automatic alternatives when account switching is enabled. It filters candidates by provider availability and reported usage limits, and ranks them by driver match and remaining usage. Settings and search expose the option. Identify the selected account in the fallback notice.
If two Codex accounts have no distinct displayName, this expression returns codex for either account. The notice then says which provider was selected, but not which account was selected. Include instanceId when the display name does not distinguish the account. ServerProvider.displayName is optional, and the new account fixtures omit it. (raw.githubusercontent.com)
As per coding guidelines, “new features [must be] properly supported” across remote connections; an account-specific notice needs an account-specific label.

Prefer same-driver accounts that retain the requested model.
When the default account is exhausted, same-driver candidates are sorted only by headroom. An eligible account without the requested model can therefore outrank an account that has it. The selected candidate then changes the model and drops the requested options, although retention is possible.
Sort same-driver candidates that retain the requested model before other same-driver candidates, then sort by headroom.

Rank headroom for the selected model.
If an Antigravity account has 80% left for the selected Claude model but 0% left in its unrelated Gemini pool, Math.min ranks that account at 0%. An account with only 10% left for Claude can then win instead. Calculate headroom from the windows that apply to each candidate model, using the same pool rules as exhaustedUsageWindow. When the default model's account has hit a 5-hour or weekly limit and no
usable fallback model is configured, new threads now pick another account
of the same provider with usage left (same model and options), then another
provider's default model. Only accounts that report limits are candidates,
ordered by remaining headroom. The composer notice names the account used.

Use getThreadRecords for the account fallback read.
When fallbackToAvailableAccounts is enabled, this path needs only thread.projectId and thread.modelSelection. getThreadSnapshotWindow also reads windowed turn items, the snapshot sequence, and recursively reads the fork source when applicable. getThreadRecords(threadId, []) skips those reads and returns the same thread record. Both paths preserve missing-thread errors, which withAvailableAccount maps to the unchanged command.
Update the fallback test mock from getThreadSnapshotWindow to getThreadRecords, returning { thread: { projectId, modelSelection } }.

Thanks for picking this up. I asked for the new-thread part in #27365 and run four accounts (two Claude, two Codex), so I tried the account choice against a few multi-account cases. Two ranking cases pick the wrong account. I reproduced both with availableAccountSelection from a366523:
A window that already reset counts as empty.automaticFallbackSelections takes headroom from the stored usedPercent. A backup account whose 5-hour window reset an hour ago still reports 100% used until its next probe, so it sorts last. exhaustedUsageWindow already treats it as available.
Spent codex (5h 100%, resets in 2h), codex_a (5h 100%, reset 1h ago), codex_b (5h 20% used): picks codex_b, but codex_a has the full window.
Windows that don't apply to the model lower the ranking. For Antigravity (and Cursor/OpenCode), exhaustedUsageWindow matches pools to the model, but headroom takes the minimum over every window.
Spent ag (claude pool 100%), ag_a (gemini pool 100%, claude pool 0%), ag_b (gemini 0%, claude 50%), model claude-opus-5-5: picks ag_b, though ag_a has the whole Claude pool left.
Both fixes are small if headroom reuses the existing rules: skip windows whose resetsAt has passed, and only count windows that apply to the candidate model. You could split the pool matching out of exhaustedUsageWindow into a windowAppliesToModel(driver, windowId, model) helper and use it in both places, so the ranking and the exhaustion check always agree. The repro, as a test next to yours:
Repro test
// `account(id, windows)` builds an authenticated Codex provider with model "gpt" and those windows.constsession=(usedPercent: number,resetsAt: string)=>({id: "five_hour",kind: "session",label: "Session", usedPercent,windowDurationMins: 300, resetsAt })asconst;it("prefers an account whose window already reset",()=>{constspent=account("codex",[session(100,"2026-09-03T14:00:00.000Z")]);constreset=account("codex_a",[session(100,"2026-09-03T11:00:00.000Z")]);// now = 12:00constpartial=account("codex_b",[session(20,"2026-09-03T14:00:00.000Z")]);expect(availableAccountSelection({selection: {instanceId: spent.instanceId,model: "gpt"},providers: [spent,reset,partial], now, settings }),).toMatchObject({instanceId: "codex_a"});// gets codex_b});
One smaller observation, outside this PR: for Claude, exhaustedUsageWindow falls through to exhausted[0], so a spent 7-day Sonnet window marks the whole account as out of usage, even for an Opus selection. With this setting on, that now also triggers a switch. That may be intended, but it could be worth a note.
On scope: the follow-up I care most about is scheduled and webhook-triggered runs. I have that working in a fork (mika/routine-routing, see #27365), and once this lands I would rebase it onto availableAccountSelection so there is one account-choice rule, not two. Happy to open that as a separate idea if maintainers want it.

short recording of switching from on to off:
real codex baseline and follow-up with switching enabled:
automatic switching itself is unverified. the original exhausted-account scenario could not be reproduced on main: the local proxy supports real turns, but the running server reports Codex could not read usage (JSON-RPC -32600), with no usage windows. there is no second eligible account reporting usage left. no quota data, provider errors, or accounts were mocked or injected.
this leaves new-thread fallback, send-time account switching, mid-work limit recovery, same-login deduplication, fallback precedence, and the switched-account notice unverified through real provider accounts. native mobile, electron, other providers, remote/tunnel connections, macos and windows were not exercised. the settings and ordinary sends above do not establish that automatic switching works.
I ran this branch (a366523, merged into my fork build) on Windows with my real accounts overnight: three Claude accounts (A, B, C below), "Switch to an account with usage left" on, "Automatic account" off. Three runs hit a 5-hour limit, and all three continued on another account with the same model.
Case
What happened
Run started by a notification (a background workflow finished)
Failed on A after 0.4 s. limit-switch message 2.1 s later, continued on B and completed.
Limit mid-run
A 35-minute Opus run on B stopped right after a tool call finished. 1 s later it continued on C, ran another 1.5 h and completed.
Thread waiting on a background workflow
Failed on B, continued on C 1 s later.
Sends and new threads while A was spent
Went to another account; the composer named it.
For the mid-run case I checked for repeated side effects. The agent on C started with ls/git status, noticed the D1 database the first run had already created, read the thread history and carried on. It repeated nothing. That was luck of timing, though: no command was in flight when the limit hit.
Things I noticed:
The old notice stays. Above the switch, the thread still shows "Claude usage limit reached. This turn is paused until the 5-hour limit resets in 2h 15m." and the error. It reads as if the thread is waiting while it is already running on another account. Marking that notice as superseded, or adding a line like "Continued on C", would fix it.
The switch is hard to see. It shows up only as the context-handoff divider and a "Continue where you left off." bubble attributed to the user. A short notice naming both accounts and the reset time would make it clear what happened.
The continuation prompt.limitSwitchCommand sends the plain "Continue where you left off.". RestartContinuation.ts already has wording for a turn that was cut short ("…a command or other action it started may have finished or may still be running…"). Reusing it here would cover a limit that hits while a command is running.
Outside this PR: after a switch, the Claude session runs under the new account's config directory, so files from the old session aren't there (auto-memory, tool-result files, workflow journals). The agent had to copy a workflow journal over to resume. This may be worth a note in the docs rather than a code change.
On the ranking case from my earlier comment: both late switches went to C, although A's 5-hour window had reset about 30 minutes earlier. That fits case 1 (a reset window still counted as used), but my server logs from that time have already rotated, so I can't show the stored usedPercent. The repro test above still applies.

Written by Claude Opus 5.5 in Claude Code, on behalf of saviocmc.
A case this doesn't cover yet: a single account, where the configured Fallback model is the only way to keep working.
I have one Claude login. Fable 5.1's own weekly limit is spent (Weekly · Fable at 0% left) while the account-wide weekly limit has 42% left, so Opus 5.5 on the same login still works. With Resume after usage limits and Snooze until limits reset on, a Fable thread that hits the limit sleeps until the Fable reset, about two days in my case.
Reading a366523, limitSwitchCommand only asks availableAccountSelection, which tries other accounts of the same provider and then other providers' default models. With one Claude login and no other provider signed in, it finds nothing, so the thread waits. New threads already try the configured fallback first, in resolveNewThreadModelSelection.
Could the mid-work switch try the configured fallback model first too, before other accounts? That would be the fallback when the thread runs on any other model, and the default when it runs on the fallback. For a fallback on the same Claude instance it also needs #28676: without it, a spent Weekly · Fable window makes Opus on that instance look spent as well.
I have that variant working on main through the same manualContinuationOfRunId continuation, with tests, and can share it as a patch against this branch if that helps.
Another observation from running this on my three Claude accounts since my report above. The switches themselves keep working, but the account choice wasted quota once.
The snapshot when a run hit the 5-hour limit on account A:
Account
5h left
Weekly left
Weekly reset
A (spent)
0%
7%
in ~2 days
B
78%
73%
in ~3 days
C
65%
43%
in ~18 hours
The run moved to B, the account with the most headroom. C would have been the better pick. Its 43% weekly quota is gone at tomorrow's reset if nothing uses it, while B keeps its 73% for three more days. On C a small task was running; B then carried the long run.
A rule that fixes this without changing any other case: within the same ranking tier, an account with real headroom (I used at least 25%) whose weekly window resets within a day goes first, soonest reset first. Everything else still sorts by headroom. In automaticFallbackSelections:
Here expiresAt is the soonest weekly resetsAt within 24 hours, set only when left >= 25. This needs now passed in, which availableAccountSelection already has. I'm running it in my fork with a test built from the snapshot above, plus two controls: no reset within a day, and a soon-resetting account below 25%. Both controls still pick B: 20ba2939b7. Happy to open it as a small follow-up instead if you'd rather keep this PR's scope.

Thanks for this. One case to check: scheduled task runs.
On main (e455200), ScheduledTaskService starts a run with
ThreadLaunchService.launch, which calls
threads.dispatch({ type: "message.dispatch" }) directly
(ThreadLaunchService.ts:981). It does not go through
ThreadMessageIntake, and this PR does not touch
ThreadLaunchService.ts or ScheduledTaskService.ts.
If that reading is right, a scheduled run on an exhausted
account still starts there and fails with usage_limit.
UsageLimitRecoveryWorker would then move it within 10
minutes, so it recovers, but one failed run is logged each
time.
Is that intended, or should the launch path pick the
account the same way intake does? We hit this with nightly
scheduled tasks on two Claude accounts.
@Birzool Your reading is right, and it's not limited to new threads. I checked the call sites:
A scheduled run that creates a thread calls ThreadLaunchService.launch directly, so it skips the choice in ThreadMessageIntake.launchThread.
A run bound to an existing thread goes through ThreadManagementService.sendToThread, which dispatches internally and never reaches withAvailableAccount either.
I fixed both on my follow-up branch: b5e036d65f. The selection moves into one helper in ThreadMessageIntake, and ScheduledTaskService applies it before it launches or sends:
A new thread gets the same choice as a launch from the UI. An agent-created task keeps its model, so only another account of that model can take over.
A bound run only moves off an exhausted account. It names no account otherwise and keeps following the thread's provider, and it only applies to queued sends, so steering never moves a running turn.
With the setting off nothing changes.
The new test runs a task once with the setting on and once with it off (one account at 100%, another at 30%). With the setting on, the test fails without the fix.
@ECuteri happy for you to cherry-pick it, or I can open it with the rest of the follow-ups once this lands. ThreadMessageIntake.sendToThread (used by the MCP attachment tool) still skips the choice too, if you want that covered here.

Problem
With several accounts of the same provider (for example two Claude subscriptions), picking Opus 5.5 on an account that is out of its 5-hour or weekly usage leaves you stuck: the message fails or the thread waits hours for the reset, even though the same model on another account still has usage. Switching by hand is the only way out, for every thread. Discussion #27365 asks for the new-thread part of this.
Change
One opt-in server setting, Settings → Threads → Switch to an account with usage left (
fallbackToAvailableAccounts, off by default). With it on:ThreadMessageIntake(the entry point for client sends and thread launches) checks the message's model selection. If its account reports the window exhausted, the message goes to the same model on another account of that provider with usage left, keeping the model options, or to another provider's default model when none has any. Steering an active run is left alone.UsageLimitRecoveryWorkeralready sweeps threads whose latest run failed withusage_limit. For a failure from the last 10 minutes it now dispatches the existing manual continuation ("Continue where you left off.",manualContinuationOfRunId) on the other account, instead of waiting for the reset. The existing provider-switch path handles the session restart or handoff. The 10-minute window keeps the setting from waking old limited threads when it is turned on.resolveNewThreadModelSelectionuses the same choice after the configured fallback model.Choosing the account (
availableAccountSelectioninpackages/shared/src/usageLimits.ts): same-provider accounts first, then other providers, most headroom first.
The switching cases fail onmain.ThreadMessageIntake.test.ts: a send on an exhausted Claude account is dispatched on the other Claude account with the same model.UsageLimitRecoveryWorker.test.ts: a just-limited thread continues on the other account; it waits when the setting is off, the limit is old, or the other account just hit its own limit.ProjectionStore.test.ts: the candidate query returns recent limited threads for switching and excludes ones that ended before the window.vp run check:changed: format, lint, knip, graphql, typecheck (35 packages), tests (11 files), react compiler pass.Implemented with Claude Opus 5.5 in Claude Code (via T3 Code).
