perf(server, web): branch switches stop flipping back and redoing PR lookups - #28562
Picking a branch in the composer or thread details made the label go old → new → old → new, and PR status took several seconds to come back. In my Nightly's traces, 3 real switches in this repo replied at 625–932 ms, published the new branch at 1.3–2.3 s, and finished at 6.5–7.8 s.
Change
The flip comes from useOptimistic in BranchToolbarBranchSelector. It drops the new branch when the vcs.switchRef reply arrives, and the label falls back to status (resolveBranchToolbarValue prefers the current git branch), which is still on the old branch. The client's branchStatusQuery.refresh() then restarts the subscription mid-refresh, while the server's cached snapshot still has the old branch.
The wait comes from refreshStatus, which treats a checkout like a refresh that must bypass everything.
Now:
refreshAfterCheckout publishes the new branch before vcs.switchRef and vcs.createRef (with switchRef) reply, then finishes remote status in the background. Other clients and surfaces get this too, because it is on the server.
Status and RPC replies aren't ordered on the wire, so the picker also holds the new branch until status changes. Mobile has no hold, so it relies on the server ordering alone.
The client no longer resubscribes after a switch. The server already pushes the update.
A checkout keeps the PR lookup cache instead of bumping its epoch, since it cannot change a PR.
The lookup uses the interactive path, skipping the 500 ms background batch.
Local status is re-read after the remote read only if a fetch ran, using a small fetch counter in the git driver.
Trade-offs for review: the reply is about 350 ms slower and the picker stays disabled for that time. A PR opened outside T3 can take up to 5 minutes to appear on a branch cached with no PR, the same limit as staying on that branch. The lookup can also use reserved rate-limit quota, at one lookup per switch. Explicit refreshes behave as before. No contract changes.
#11675 changes the same broadcaster area, and #22366 and #23539 edit GitVcsDriverCore.ts, so whichever lands second may need a rebase.
Scope and approval
I'm filing this under the small, focused bug-fix exception: 127 non-test lines, all on the status refresh that follows a checkout. There is no triaged issue or prior discussion. The flip is the obvious bug. The lookup changes are performance work on the same path, so tell me if you want them split out.
Verification
Benchmark: real git and GitHub code in-process, in a scratch clone of this repo (29,069 files) with origin on GitHub. 48 switches, 24 per path, between main, fix/cache-shell-discovery and fix/issue-28531, alternating the order of old and new paths across 3 blocks. "Before" is the unchanged refreshStatus. Times are medians from click. The harness was temporary and isn't in this PR.

The main row is a best case: its lookup was already cached on the new path, and a cold main lookup is still slow. A revisit where a fetch ran took 1,976 ms (n=3). The clone had a clean tree and small diffs, so real repositories will be slower. Samples per row are small.
Tests: the new tests in VcsStatusBroadcaster.test.ts, GitManager.test.ts, GitVcsDriverCore.test.ts and BranchToolbar.logic.test.ts failed before the fix and pass now. vp run check:changed: lint, knip and react compiler pass, and tests pass 454/454 with a canonical TMPDIR. On macOS the default /var symlink fails the existing keeps generated worktree folders short… test, which isn't related to this change. Format flags only an untracked local file. vp run typecheck can't start in my checkout because of a stale tsc shim, so I ran tsc --noEmit directly on apps/server and apps/web, and both pass.
Not checked: I have not run this in a real client, so before/after screenshots and the recording of the flip are outstanding. The benchmark has no WebSocket or React, and the picker's hold is covered only by a logic test. Mobile, relay and tunnel weren't exercised.

Closing to split this into one PR per problem, as CONTRIBUTING.md asks: #28575 (label flip), #28576 (checkout waiting behind a PR lookup) and #28577 (PR status latency). Those PRs also add the real-client before/after captures this one lacked.

Walkthrough
Checkout ref changes now use a dedicated status refresh path. It publishes local status while remote refresh continues in the background, tracks upstream fetches, and retains pull-request lookups during checkout. The branch selector also holds the selected branch optimistically until status confirms the change.

invalidateStatus accepts keepPullRequestLookups while still invalidating status caches. GitVcsDriver counts status-triggered upstream fetches by Git common directory and exposes the count through GitWorkflowService. Tests cover lookup retention and fetch count changes.
refreshAfterCheckout publishes local status before remote refresh completes. The remote phase retains pull-request lookups, marks lookups interactive, and refreshes local status again if the upstream-fetch count changes. Ref-switch handlers use this path after a switch or create-and-switch.
The selector records the selected branch and the replaced canonical branch after a successful switch. It uses the held branch while its checkout and replaced branch match current status, and refreshes the branch list after branch actions.

The branch selector can show the wrong branch label in two narrow cases: when a draft's environment changes during a pending checkout, and when switching from a secondary worktree to the default branch. Both are display issues, not data corruption. Fix the environment scoping before merging; the worktree-transition case can be followed up.

Explanation
The title names the main change: branch switches no longer flip the branch label back and forth, and no longer redo PR lookups. The changeset adds refreshAfterCheckout, which publishes the new branch before the switch reply, keeps the PR lookup cache, and holds the selected branch in the picker. The title is specific and follows the conventional commit form. It omits the picker hold and the fetch counter, which is acceptable because it does not need to cover every detail.
Full details: Description check
Explanation
The description follows the template sections (Problem, Change, Scope and approval, Verification). The Problem section gives the observed symptom, the label flip between old and new branches, plus timing traces. The Change section explains the cause and the fix, and it lists trade-offs. The Scope section cites the small bug-fix exception and states that there is no triaged issue or prior discussion, so it asks for maintainer judgment on the performance parts. The Verification section gives a benchmark method, test results, and states what was not checked, including the missing screenshots and recording for the UI change. The description is thorough. It has one gap: the template requires a link to a triaged issue or maintainer approval, and the author states there is none. It also says the flip is the obvious bug. The template wording suggests that a very small focused fix may qualify without prior approval, but the changeset is 127 non-test lines and adds performance work, so the scope exception is debatable. The author also reports outstanding UI evidence (before/after screenshots and a recording), which the template requires for UI changes.
Resolution
Consider these additions before merge: (1) link a triaged issue or a discussion with explicit maintainer approval, or explain more fully why the small bug-fix exception applies given the performance work; (2) attach the before/after screenshots and flip recording for the UI change, or state a firm plan and owner for them; (3) remove the agent footer only if the template treats it as optional, since the template asks for it when an agent did the work.

Scope the hold to the environment.
An unlocked draft can change environments while switchRef or createRef is pending. The selector remains mounted across that prop change. If both environments use the same cwd and canonical branch, a late response from the previous environment can install a hold that isBranchHoldCurrent accepts. The selector can then display the previous environment’s branch until status changes.

Minor · Functional Correctness · Quick win
Keep the hold during a worktree transition.
When an unattached default branch is selected from a secondary worktree, checkout targets the project directory, but canonicalActiveBranch still describes the secondary worktree. The selector can clear this hold before the thread’s asynchronous worktree update arrives, or when it sees the project directory’s different previous branch. The label can then revert until the new status arrives. Preserve the hold across the directory transition and compare against the target checkout’s status. (raw.githubusercontent.com)
