feat(usage): remember provider display order - #26249
The Usage > Limits provider list has a fixed order. A user who prioritizes Claude must scroll past other providers every time they open Usage (Ctrl+U).
Change
Add a drag handle to each provider heading on web/desktop, with keyboard sorting (Space, arrows, Space to drop; Escape to cancel). Save the order in the existing device-local Usage preferences. Hidden or disconnected providers retain their positions, and new providers append to the list. Keep dragged sections at their original size, suppress grip tooltips during sorting, and leave the Cursor enable prompt after the sortable sections. Let an active sortable in the route modal receive movement keys and Escape; idle Escape still closes the modal. Keyboard drags and reduced-motion preferences disable slide transitions.
Scope and approval
This configures the order of the existing provider list within Usage > Limits. It preserves the current order until a user reorders it; quota data, polling, other Usage views, and mobile behavior are unchanged. Submitted under the focused configuration exception in CONTRIBUTING.md; no prior maintainer approval is claimed. The independent account-row display fix has been split into #26256.
Verification
On head 2bf5c06521, check:changed against ce48e4590018 passes format, lint, both knip passes, 2 affected package typechecks, and 11 focused tests. Explicit Chromium runs pass all 4 relevant regressions; targeted React Compiler checks pass for all 6 changed source files. GitHub CI for this follow-up is pending.
The Chromium ordering regression now renders the real Usage route modal with unequal-height sections. It covers keyboard sorting, hidden provider slots, keyboard and pointer cancellation/re-grabbing, and idle Escape dismissal. It failed on the previous modal keyboard handling and passes after the fix. Existing modal commit-on-blur, Settings route-list, and managed ChatGPT card regressions also pass.
Unit tests cover saved order, hidden/disconnected providers, newly available providers, deduplication, and preference persistence alongside existing filters.
The Electron shell was not separately checked; desktop uses this web component. Native mobile sorting is outside this change.

Reviewer-provided correction evidence from Etan's review, whose patch is incorporated here:
Drag before
Drag after
Corrected drag recording and three-provider prompt fixture. These are reviewer captures, not a fresh installed-app run on this head. The prompt is a layout fixture; actual Cursor permissions and OS reduced-motion behavior remain unverified. Sparse video cadence does not establish motion smoothness.
Macroscope's review found this PR approvable — Adds device-local provider reordering and clearer account-limit displays across web and mobile. The changes affect presentation, not actual quotas, charges or existing preference defaults.

Usage limit provider sections can be reordered with pointer or keyboard controls. The usage page saves the order in preferences and restores it when rendering the sections.

Full details: Description check
Explanation
The description covers the Problem, Change, Scope and approval, and Verification sections of the template. The Problem section states the fixed provider order on Usage > Limits and the need to scroll past other providers. The Change section describes the drag handle, keyboard sorting, device-local persistence, handling of hidden and disconnected providers, and the related layout and modal behavior. The Scope and approval section cites the focused configuration exception in CONTRIBUTING.md and says no prior maintainer approval is claimed. The Verification section lists the commands run, the Chromium regression results, unit test coverage, and before and after screenshots. The template asks for a conventional commit title, but the description does not include one. The description also omits an agent or model attribution line, which the template requests when an agent did the work. The verification section relies on a reviewer capture and an external recording, and it states that the Electron shell and actual Cursor permissions were not verified on this head. The author discloses these gaps. Overall the description is mostly complete.

Merged main at ce48e45 into this branch in 6e7a1a1 to resolve the new conflict, without rebasing or force-pushing. Preserved both the drag controls and main's provider accent-color normalization. Updated main's managed ChatGPT card test to supply the ordering props added here; its assertions remain intact.
Verification passed: check:changed against ce48e45 (format, lint, both knip passes, 2 package typechecks, 10 focused tests), an explicit Chromium run of the ordering and managed ChatGPT card tests (2 passed), and React Compiler checks for the 5 changed source files. The automatic compiler filter selected no tests on Windows, so the explicit targeted run supplied that coverage. GitHub CI will run on the new head.

I tested this PR at 35e1a97e8c with unequal-height sections inside the real Usage modal. Four corrections seem worth folding into this contribution:
Preserve section size.CSS.Transform.toString(transform) serializes dnd-kit's target scale. At 390px, dragging Claude's 360px section over Codex's 190px section applies scaleY(0.527778). CSS.Translate.toString(transform) preserves its 360px height, matching the other sortables.
Let the active drag receive modal keys. Base UI's popup consumes arrows, so the standalone ordering test passes while keyboard reorder does nothing in Usage. Escape also closes Usage mid-drag. A small AppRouteModal guard passes keys to dnd-kit while a sortable handle inside it is pressed, and cancels modal dismissal for that Escape. The extended test renders the real modal, fails on the original arrows, and covers cancel/re-grab plus idle Escape closing normally.
Suppress grip tooltips during any active drag. Otherwise the tooltip covers the destination card. <Tooltip disabled={active !== null}>, using active from useSortable, closes existing tooltips and covers neighbouring grips too.
Keep the Cursor enable prompt outside the sortable sections. Interleaving it makes the sorting strategy count the prompt as a gap and changes the preview's landing position. The prompt now always sits after the limit sections. A three-provider component fixture shows the prompt stationary and preview/drop positions matching; its inert prompt does not test real Keychain access.
Keyboard and reduced-motion sorts disable the existing slide transition; pointer sorts retain it.
Local candidate f407c3341b: 5 focused files/11 tests pass, check:changed passes, independent Claude source review accepts it. Web interactions and reload persistence were exercised; the persistent “can't grab again” symptom was not reproduced with one driver. Settings environment routes use the same modal fix, but were not exercised.
Independent Luna recording QA inspected 13 sheets and 41 full-size frames. It confirmed no visual regression in the inspected revised media; verdict INCONCLUSIVE, because the roughly 1–3 fps cadence cannot establish 200 ms smoothness or distinguish every cancel/re-grab event. The Cursor prompt is a layout fixture. No complete acceptance or installed-app claim is made. QA summary and selected decoded frames.
This is review feedback on the existing PR, not a competing PR or upstream approval. No Electron shell, native mobile, real Cursor permission flow, remote connection or OS reduced-motion verification is claimed. Evidence and scope.

Thanks, @EtanHey. Reviewed and incorporated the four corrections in 2bf5c06: translate-only section transforms, active-sort key/Escape handling in AppRouteModal, grip tooltips disabled during any drag, and the Cursor prompt after the sortable sections. Keyboard and reduced-motion sorts disable slide transitions. The hidden-provider slot fix is preserved.
I reproduced the keyboard failure with the expanded real-modal test before applying the correction. It now passes, including keyboard and pointer cancel/re-grab and idle Escape dismissal. All four focused Chromium regressions passed (ordering, managed ChatGPT card, modal commit-on-blur, and Settings route list); check:changed passed with 11 focused tests and 2 affected package typechecks, and all 6 targeted compiler checks passed.
Linked your before/after evidence in the PR description and retained its limits. This is not a fresh installed-app or real Cursor permission-flow verification, and the video cadence does not prove animation smoothness. CI is pending on the new head.
