fix(devices): keep devices listed when simulator discovery fails - #25971
Failed simulator discovery discarded known devices. Setup could then recommend installing an iOS runtime that was already installed.
Keep known devices when listing fails or the hub does not answer within 40 seconds. Send incomplete platforms in each host's state and clear them on recovery, so setup no longer parses warning text. Keep Details collapsed and distinguish incomplete listings from other discovery warnings. The hub still needs its documented 0.19.1 text matcher.
After: 2cf242706fe836469a3f0e1b04d5d8a20625755d, source web client on shiv. Listing failure and recovery, completed onboarding, and live 40-second fallback retain devices and show the cause. The hanging test stub ignores SIGTERM and is explicitly cleaned up before recovery.
after.mp4
vp run check:changed: passed on d58289aa54cb7c0aeec58374ceb900c04eb7efea. Existing cases cover listing failure, timeout retention, recovery and structured setup guidance. No integrated client pass at this head; the recordings above retain their labeled commits. Packaged clients and automatic cleanup of a SIGTERM-resistant stub remain unverified.
Implemented with Claude Opus 5.5 in Claude Code; tested and reviewed with GPT-6.1-Sol in Codex.
Macroscope's review found this PR approvable — Failed discovery now preserves last-known devices and shows an expandable warning instead of silently emptying the list. The change is limited to discovery state and messaging, with no obvious material operational risk.

Device listing now reports incomplete platform discovery and handles listing timeouts. Device refresh retains known devices on incomplete platforms. The web interface identifies discovery problems and shows warning details in a collapsible panel.

Explanation
[#25707] Discovery requirements are implemented at head 2cf2427.
Listing timeout and timeout message: DeviceHubOperations.list uses LIST_TIMEOUT_SECONDS = 40 through Effect.timeoutOption. On timeout it returns no devices, the detail The device hub did not answer within 40 seconds., and incompletePlatforms: ["ios", "android"]. This meets the issue's request for a timeout longer than the hub's 30 s simctl timeout and a distinct timeout message.
Simulator-list failure: after a successful response, simulatorsUnlisted is true when simulators is empty and an error matches SIMULATOR_LIST_FAILED. The matcher targets the expo-device-hub 0.19.1 [apple-utils] listing messages. In that case the result sets incompletePlatforms: ["ios"].
Retention: DeviceService.makeWithHosts keeps existing devices for incomplete platforms and drops newly listed devices on those platforms. Complete platforms are replaced by the latest listing. This keeps the last known iOS devices when simctl fails and clears them after a successful empty listing.
Diagnostics and onboarding: the PR description and the change summary state that DeviceSetup shows discovery-specific guidance when a ready host reports a discovery error. DevicePanel shows the warning with collapsed Details. These changes replace the missing-runtime advice the issue describes. I did not read the web-file diffs directly; this conclusion relies on the change summary and PR description.
Tests: the change summary lists regression tests for iOS retention on discovery failure, recovery, Android retention, and the 40-second timeout with retained inventory.
The hub-side expo/expo-device-hub#464 and #25248 are external or related context and are not required from this PR.

Explanation
The previous FAIL concerned iOS open serialization, platform-mismatch rejection, and related concurrency tests. At head 2cf2427 those changes are absent from the reviewed diffs.
apps/server/src/device/DeviceService.ts (base to head) changes only the discovery path: incompletePlatforms is read from the list result and used in the refresh merge. The lifecycleLock usage shown in the diff already exists at base. No per-device open lock or platform check appears.
apps/server/src/device/DeviceHubOperations.ts (base to head) changes only the listing path. It adds fetchJson and requestFailed helpers, the 40-second list timeout, the SIMULATOR_LIST_FAILED matcher, and incompletePlatforms. The hubJson wrapper keeps its 15-second default.
The change summary lists DeviceHost.ts, DeviceService.test.ts, DeviceSetup.tsx, and DevicePanel.tsx. Their described changes cover incompletePlatforms, discovery tests, setup guidance, and the warning UI. The summary for DeviceService.test.ts (+52/-0) describes only discovery tests. The test diff could not be read directly because its changed blobs were unavailable. This conclusion rests on the change summary for that file.
All listed changes relate to #25707 discovery retention, timeout handling, diagnostics, setup guidance, or their tests.
Full details: Description check
Explanation
The description states the problem (failed simulator discovery discards known devices, leading to misleading iOS runtime advice), the change (keep known devices on failure or 40-second hub timeout, send incomplete platforms in host state, collapsed Details, discovery-specific setup guidance), and a linked issue. Verification lists the baseline and after commits, a passing vp run check:changed run, the test areas covered, and the gaps (no integrated client pass at head, packaged clients and SIGTERM-resistant stub cleanup unverified). Before/after recordings are embedded for the UI change. It does not follow the template's Scope and approval section in its exact form: it links issue #25707 but does not show a maintainer-approved issue or discussion comment. It also omits the required agent/model footer. It does name the model and harness (Claude Opus 5.5 in Claude Code; GPT-6.1-Sol in Codex), so that part is covered. The template headings (Problem, Change, Scope and approval, Verification) are not used as headings, but the content maps onto them. Overall the description is mostly complete with one gap in approval evidence.

expo/expo-device-hub#464 merged last night, and it's already published as expo-device-hub@0.19.1-canary-20261029-32b4ccf (also in today's 0.19.1-canary-20261030-0665a67). With the pin bumped to one of those, the end-to-end case your description lists as unproven can be checked: on a hung CoreSimulatorService the hub answers /api/devices after 30 s with "xcrun simctl list devices --json did not respond within 30 s; CoreSimulatorService may need restarting", which SIMULATOR_LIST_FAILED matches, so this PR keeps the simulators listed with that cause instead of waiting out its own 40 s. The message text in expo/expo-device-hub#464 merged as proposed, so the regex holds.
On my Mac, with CoreSimulatorService paused (kill -STOP), a hub built from expo/expo-device-hub#464 answered in 30.0 s with that error and left no stuck simctl; the old hub left one more stuck simctl per request.

Check discovery status before retained devices.
When a ready host reports incomplete discovery, retained devices make hasDevices true. The current branch then skips the discovery-detail check and reports the platform as available. The setup wizard therefore shows the normal availability message instead of the discovery-problem guidance.
Move the discovery-detail check before the !hasDevices condition, while keeping the existing empty-device guidance for hosts without a discovery diagnostic.

R12, minor: declined after checking the complete setup rendering path.
platformSetupStatus describes platform availability. Retained devices deliberately remain available after incomplete discovery. The discovery error is still shown in the wizard: DevicePlatformSetup always renders DeviceHostDiagnostics immediately below both platform cards, and that component includes each ready host's detail regardless of device count.
The suggested move would return "No iOS devices were listed" with retained iOS devices present. It would also report the whole platform unavailable when one ready host has a diagnostic but another host supplies devices. The current condition avoids both and addresses the reported misleading missing-runtime advice when there are no known devices. No code changes are needed for this finding.

linux boat vm, exact head 6fdebf05bccb97d95efb81de2afb80f9b12065bd. this is a partial verification, not proof of the device-discovery fix.
installed github/main (15fe283272) in /home/user/main with vp i, then started the real dev server in the background. opened the web client using the repo's playwright and /usr/bin/google-chrome. device setup reports that ios needs macos and the android emulator is missing. stopped main's captured server process group before starting the pr.
checked out the exact pr head, ran vp i, and started the real server/web client with isolated .t3 state. created a project pointing at /home/user/t3code through the app and submitted a real codex gpt-6.1-sol turn. it ran the requested git command and completed; after reload the client displayed 6fdebf05bc provider path works.
exercised device setup, enabled the device hub, ran "check again", and cancelled back to chat. missing-tool guidance remains accurate and stable. no mocked responses, seeded inventories, fixtures, or demo data.
existing ci reports 34 successful checks and no pending/failing checks. no source edits, commits, pushes, or new automated checks in this pass.
could not reproduce the original loss of known simulators on main or exercise the changed retention behavior here. this linux vm has no xcode/core simulator service, no android emulator, and no connected adb devices; /usr/lib/android-sdk contains only platform-tools. no remote device host was configured.
retention during real simctl failure, the 30/40-second timeouts, healthy-platform refresh during failure, successful-empty recovery, collapsed discovery details, setup guidance after a real discovery failure, same-ios-device overlapping opens, platform-mismatch rejection with a real listed device, and android lifecycle remain unverified. native ios/android clients and the electron shell were not run. existing pr recordings and green ci were not counted as verification in this pass.
result: unverifiable for the changed device behavior on this vm. neighboring setup and real codex client/provider paths were exercised successfully.
When simctl hung, the hub's device list timed out after 15 s and the host
was marked failed with a generic network error. When simctl failed at once,
the hub's empty simulator list replaced every known iOS device, and setup
suggested installing a runtime.
Device listing now waits 40 s, longer than a hub-side 30 s simctl timeout,
and a timeout reports that the hub did not answer. A timeout or a hub report
that simctl could not list devices marks those platforms incomplete, so the
host stays ready, keeps its last devices for them, and shows the warning
until a later listing succeeds. Setup no longer blames a missing runtime
when discovery reported a problem.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
The device list opened with a yellow banner holding the raw simctl error.
Discovery problems now show as one muted line per host, "Some devices on
<host> could not be listed.", with the raw error behind Details. The Tools
panel of an open device uses the same line. The timeout message no longer
says earlier devices stay listed, since there may be none.
The listing tests reuse the existing DeviceService fixture instead of a
second one, and the setup guidance cases are one table.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Two opens of the same device (the Device panel and an agent's device_open)
could start its stream at the same time. The hub rejects the overlapping
grid start, so one open failed while the stream kept running. Opens now
hold a per-host-and-device lock; other devices and hosts still open
concurrently.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Please review head 8e8470770a3b3c7c18933c2cbf7fe524d700c599. R16 and R18 have the fixes you acknowledged; R17 was withdrawn. The description now follows the template and includes fresh onboarding and Details recordings, with explicit commit provenance. The iOS open guard remains because verification reproduced the launch-state collision this task included fixing. A fresh real-service timeout recording is still blocked by active simulator use.

Seed an iOS simulator in the 40-second timeout test.
The timeout test name says "keeps every device," but it seeds only an Android device. Omitting iOS from the timeout path still passes this test, so a regression that drops iOS simulators on timeout would not be caught. The simctl failure test already seeds and asserts an iOS simulator. Adding the same fixture to the timeout test covers the timeout branch.

Failed simulator discovery discarded known devices. Setup could then recommend installing an iOS runtime that was already installed.
Keep known devices when listing fails or the hub does not answer within 40 seconds. Send incomplete platforms in each host's state and clear them on recovery, so setup no longer parses warning text. vp run check:changed: passed ond58289aa54cb7c0aeec58374ceb900c04eb7efea. Existing cases cover listing failure, timeout retention, recovery and structured setup guidance.
