T3's automatic runtime MemoryHigh/MemoryMax overrides take precedence over an administrator's slice configuration. Shared hosts cannot keep their own agent memory budget. Historical report: #24708.
Change
Set T3CODE_AGENT_SLICE_MEMORY_POLICY=host-managed in the server environment to skip those two agent-slice memory overrides. The automatic policy remains the default; unknown values warn and fall back to it. Both policies retain the parent slice's CPUWeight=10, IOWeight=10 and TasksMax=25%, owned scopes, OOMPolicy=stop, OOM reporting and lifecycle cleanup.
The hosting guide explains the shared per-user slice, consistent policy across servers, restarting after configuration changes, and existing runtime overrides that this option does not erase.
Scope and approval
This is a focused configuration option for the established Linux resource-control capability under CONTRIBUTING.md's configuration exception. It changes no product default.
Verification
Current candidate: dc4ebf2, including main at e455200. On macOS arm64 with Node 26.12.1, vp run check:changed passes 20 tests across two files, all three affected-package typechecks, GraphQL generation, formatting/lint and Knip.
The production AgentScope service runs against the existing fake-systemd process boundary. The original host-managed regression failed because it still wrote both memory limits. The current policy matrix verifies that two wrapped agents initialize exactly one parent-protection command under host-managed, and the parent command plus one agent-slice memory command under automatic/unset/invalid policies. Both agents receive owned scopes and OOMPolicy=stop. A failed scope reports OOM, and clear removes the thread's OOM state.
No real Linux user manager or kernel memory-pressure workload was exercised on this macOS host. These tests establish command generation and lifecycle behavior, not reclamation performance.

Macroscope's review found this PR approvable — Adds an opt-in Linux setting that leaves agent memory limits under host control while preserving automatic limits by default. Shared-slice behavior and persistent runtime overrides are documented; existing scope management and OOM reporting remain unchanged.

Walkthrough
The server now supports a host-managed agent-slice memory policy. Unset or automatic values apply calculated limits. Invalid values warn and fall back to automatic limits. Tests cover policy modes and scope behavior. Linux documentation describes the setting and runtime overrides.

Summary
Select and apply memory policy apps/server/src/process/agentScope.ts, apps/server/src/process/agentScope.test.ts, docs/user/background-service.md
The server skips automatic memory limits for host-managed and applies calculated limits when the policy is unset or automatic. Invalid values trigger a warning and use automatic limits. The startup log reports the effective policy. Tests cover policy modes, slice settings, and OOM handling. The documentation describes host-managed settings and runtime overrides.

Merged main e455200 in 75c1391, retaining its new parent-slice resource protections and service-protection documentation. host-managed still skips only the agent slice's automatic MemoryHigh/MemoryMax override; parent-slice setup, scopes and OOM cleanup remain active. The existing policy table now verifies the extra parent-slice operation in both policies. check:changed passed, including 20 tests in two files, affected-package typechecks, lint, knip, formatting and GraphQL validation. No host systemd settings were changed during this update.

Strengthen the policy-table assertions around `properties` and `limits` to
verify the parent protection command targets `app-t3code.slice` with the
expected CPU, I/O, and task limits. Keep the existing owned-slice memory
assertions so a host-managed case cannot pass if the parent update is replaced
by an owned-slice update.

Addressed the policy-matrix review in dc4ebf2: every policy now checks the exact parent-slice protection command as well as whether agent-slice MemoryHigh/MemoryMax are written. vp run check:changed passes all 20 tests and the related checks. Rewrote the PR verification section to reflect the current mainline parent-protection operation; the old zero-set-property trace no longer described this head.
