[Bug]: Favorites tab still uses the old model picker design #25867

Steps to reproduce

1. Open the model picker.
2. Switch between the provider tabs and the Favorites tab.

Expected behavior

The Favorites tab should follow the same refreshed visual design as the provider model lists, so the picker feels consistent across tabs.

Actual behavior

The provider model list uses the updated layout, while Favorites still uses the older row style. Provider rows are compact, while favorite rows include provider labels and larger cards, leaving the Favorites tab visually inconsistent with the redesign.
