Add TND support with three-decimal monetary calculations and inputs while retaining two-decimal behavior for currencies such as EUR and USD. Preserve millimes across invoices, quotes, expenses, manual payments, PDFs, and ordinary CSV exports. Block TND in online payment gateways and structured accounting/e-invoice exports that still assume two decimals.

Keep upstream permission-based controls in the expense and product forms while retaining currency-aware input precision. Snapshot email module exports before mocking in auto-bill tests so cleanup restores the real functions; assert exact invoice-send errors to catch leaked mocks.

Add a repository-scoped upstream-sync workflow that validates candidates before promoting the production branch, with deployment health checks against the tested commit. Document setup and rollback in TUNISIA.md.

Validation on Bun 1.4.4: 863 tests pass; typecheck, lint, frontend build, and both deployment-script tests pass. Lint reports existing warnings and the frontend build reports a bundle-size warning. A focused check confirms that restoring a live module namespace retains Bun mocks, while restoring an export snapshot restores the original function.

Limits: TND online payments and structured accounting/e-invoice exports remain unsupported; this does not implement Tunisian statutory reporting or tax rules. Docker image validation is left to CI.
