feat(truapi): settle partial funding claims and PSM refusals as getcash does

Failed sessions a retry can still reach stay out of the history bound. A product sees a retried session by subscribing again. Differences: a first sizing under one unit fails at once instead of waiting, since landing is only seen at finalized. A Converted session has no time limit while People cannot be read.

funding-check gains --retry; its stand-in top-up accepts only the claim core sized.
