feat(truapi): quote funding deposits and read the PSM fee default

quote_funding_deposit gives the deposit a provider must deliver to credit the session's amount: rounded up to the claim unit, plus the CASH set aside on People, the PSM fee, transaction fees with margin and the minimum balance. The quote is frozen on the session, and assigning a deposit account refuses less than it, as getcash holds providers to quotedDeposit.

Fees are estimated without a funded account: delivery is priced on the message the transfer forwards to People, which a live test shows costs the same as the real one. With funds present the conversion also prices the real forwarded message and uses the dearer. An unset PSM minting fee reads as the pallet's default rather than zero. funding-check takes the CASH amount and quotes the deposit.
