Log Tailscale's output and host details when Serve fails - #462

When a Tailscale Serve command ran past its 10-second limit, Caffold dropped what the CLI had printed, so the log said only "did not finish within 10 seconds". The CLI's output is now read while it runs and kept on a timeout, and each Serve failure line ends with the Tailscale version, whether this host has the HTTPS capability, Tailscale's health warnings, and where the CLI's links resolve.

When Tailscale Serve could not be enabled on a Mac mini, the log said only that
tailscale servedid not finish within 10 seconds. The Tailscale CLI can wait without a limit after printing where to turn on HTTPS for the tailnet, and Caffold threw that output away when it stopped the command.
