Recognize former security maintainers

Description

Restore recognition of the eight former maintainers removed from the maintainers list in #1607 by adding them to the existing Emeritus section:

• afazel
• Andy (andy840314)
• hardik-k-shah
• hsiang9431-amzn
• lukkoor
• Palash Hedau (palashhedau)
• Vlad Rozov (vrozov)
• vengadanathan-s

Preserve their names and GitHub links from that PR. Label the restored Amazon affiliations as being during their tenure rather than asserting current employment.

Also add a thank-you for emeritus maintainers' contributions and stewardship, and a table-of-contents link to the section. Existing current and emeritus maintainer entries are unchanged. This is recognition only and does not change active maintainer responsibilities or repository access.

Validation

• Compared the restored entries with the diff in Update maintainers list #1607 and checked that none duplicate existing maintainers.
• git diff --check.
• ./gradlew :precommit.
