Point the local OpenSearch Dashboards compose file at a custom image built on OSD 3.8 with the latest dashboards-observability plugin changes. Overridable via OPENSEARCH_DASHBOARDS_IMAGE to revert to the stock image. Signed-off-by: Ashish Agrawal <ashisagr@amazon.com>
