Please rebase this feature branch feature/fp16-exact-search with main branch to apply the CI fix and speedup from ARM L2 fix.

Additional information to support your request

The fix has been made to address the some Linux CIs and ARM performance in kNN main, so rebasing the branch should help the CIs for PRs targeting this feature branch pass and with performance benchmark.
