Describe the bug
The warrant entry modal in the CAD app is using static values for warrant types.

To Reproduce
Steps to reproduce the behavior:
This is a code issue and doesn't directly effect the UI.

Expected behavior
Where possible values should be retrieved from the database using on of the tools in the Data Actions toolkit.

After looking there is no function that supports the existence of optgroups or at least filtering based on criteria from the table in question (eg. 30,60,90 days).
