Problem

macOS appears to have a bug in its IPv4 address handling that truncates long CIDR strings, such as 192.168.100.100/30, but not 192.168.99.100/30.

The resulting packet filter rules lose the subnet prefix, breaking VM connectivity.

Solution

Restrict allocations from 192.168.0.0/16 to addresses with a third octet between 0 and 99.

This keeps the generated /30 CIDR strings short enough to avoid truncation.
