fix(workspace): 固定侧栏智能体排序

变更

• 左侧智能体列表按加入时间固定排序；时间相同或缺失时按智能体名称排序。
• 桌面和移动侧栏共用同一排序入口，列表刷新后位置保持稳定。

验证

• Next.js 生产构建通过：npm run build -- --webpack
• 最小排序核对通过：加入时间、并列名称、缺失时间及归属过滤均符合预期。
