Nightly version timestamps now use Asia/Taipei (the operator's timezone) instead of UTC.

- ver="0.1.0-nightly.$(date -u +%Y%m%d%H%M)"
+ ver="0.1.0-nightly.$(TZ='Asia/Taipei' date +%Y%m%d%H%M)"

So a build like v0.1.0-nightly.202608141644 reads as 16:44 TPE (local wall-clock) instead of being 8h behind. The nightly cron trigger (17 18 * * * UTC) is unchanged — only the version stamp moves to TPE.

Monotonicity preserved: UTC→TPE only shifts the digits +8h forward, so no future build can ever stamp a lower number than a past UTC-stamped one — the updater's version comparison stays correct across the switch.

The operator is in Asia/Taipei; a nightly version like
0.1.0-nightly.202608141644 now reads as local wall-clock instead of
being 8h behind. UTC->TPE only shifts the digits forward, so version
monotonicity (which the updater relies on) is preserved.
