Add the Lark CLI attribution to the packaged notices.
LARK_CLI_VERSION is 1.0.98, and the executable is packaged without a Lark entry in THIRD_PARTY_NOTICES.md. Add the copyright and permission notices from the upstream v1.0.98 MIT license, credited to Lark Technologies Pte. Ltd., and include Lark in the MIT-text scope.

Update the pinned CLI distributions used by Wanta's packaged integrations:
Update third-party notices and version-sensitive test expectations to match the pins. This PR publishes the existing local CLI upgrade commit without changing integration behavior.
Validation: all 26 tests pass across the oo, WeCom, DingTalk, Lark, and open-source readiness test suites. Repository CI will additionally check lint, formatting, types, tests, and build.
