The command mutates git state and lockfiles across many repositories and relies on GITHUB_OAUTH_TOKEN for API access; failures are partially mitigated by skips and PR URL fallbacks.

Overview
Adds oneblink-release audit-fix, which runs npm audit fix --package-lock-only across product repos (skipping NuGet and repos without a lockfile), and for repos where the lockfile changes, creates a ticket-named branch, commits, pushes, and opens a PR.

Introduces shared createOrLinkPullRequest (Octokit when GITHUB_OAUTH_TOKEN is set; otherwise GitHub “new PR” URLs) and resolveTicket for ticket validation/prompts. update-dependents now uses the same PR helper instead of only printing create-PR links. CLI help and the changelog document both flows.
