What happens

#226 found a second root cause behind the CJK quote bug. Astro's remark-smartypants reads a document as one string, so a heading or table cell that starts with a quotation mark takes its direction from the end of the block before it.

#226 fixes this only for zh, ja and ko, because its card required Latin pages to stay byte-identical. The same rule run on #226's build (36115b3) finds the defect in Latin-locale pages too:
