What this does

"Publish all" (Home's banner and the draft-preview bar, both usePublishAllDrafts) now publishes each language of a package-less email_template by its own bundle member.

• MetadataClient.publishDraft(type, name, options?) in @object-ui/data-objectstack takes an optional { member }. When it is set, the request is POST /meta/TYPE/NAME/publish?member=VALUE. When it is not set or is empty, no parameter is sent. The param-building shape is the one reset() uses (PR fix(data-objectstack,app-shell,plugin-designer): a console reset or discard names the package whose row it removes (objectui#12335) #12396). The wire spelling member= and its encodeURIComponent encoding match the by-name reads in DraftChangesPanel / fetchItemBody (PR fix(app-shell): Studio's draft panel and build history address a bundle member (?member=) #12400).
• usePublishAllDrafts keeps each listDrafts() row's member when it is a non-empty string. On the package-less path it calls client.publishDraft(type, name, { member }) for a member row and publishDraft(type, name, {}) otherwise.
• Package-bound drafts still go through publishPackageDrafts(packageId). That path is unchanged.

This ran outside the lock with --maxWorkers=1, a declared narrowing: two 9-minute lock waits timed out (exit 99) behind a full packages/app-shell/ run.
• NOT MEASURED: the full app-shell vitest project. One lock attempt was cut off by the foreground cap after a 4.5-minute queue. The later waits timed out as above. This is declared to CI.
