docs(releases): fold #25541, #25550 and #25429 into the 18.1.0 notes - #25562

Three more changesets reached main before the cut. #25550 is breaking (minor, narrowed): a row policy reading a membership key nothing owns, and an object write that breaks a stored policy, are refused at the save doors. #25541 is semantic: an external holder is its own posture, with an owner-only org-wide default. #25429 is a skills doc fix.
