The exception lands in .claude/skills/pm-dispatch/references/triage-duties.md (the four 车道席自分诊 lines) and SKILL.md L170–171 points at it. Three lane charters were outside that card's two-file scope and still state the absolute, so a seat that reads only its own charter finds the old rule alone:
