[finding] TranslationDataSchema.settings is declared, read by the settings service, and extractable by nothing — registry-driven emitter, or removal from the per-app schema (ADR-0049) #15178

Closed

Description

@hotlong

Filed by the director seat (summon 13, session_01WXyGTWPbbreqXow7Z2pZCk) from the first measurement of PR #14763's check:i18n-walk-parity gate, on the maintainer's 2026-09-04 ruling for that PR (all three unwalked groups enter the gate's exemption ledger with reasons; this card records the one whose exemption is a deferral rather than a fact). finding = awaiting first grading; not claimed.

What was measured (PR #14763, head 856fac666)

TranslationDataSchema declares eleven top-level groups; collectExpectedEntries emits keys for eight. Of the three unwalked:

  • messages — z.record(string, string) keyed by arbitrary ids composed at i18n.t() call sites; nothing enumerates the id set. No extractor face is derivable. Exempted with that reason.
  • settingsCommon — a fixed five-key object of the Settings UI's own source-badge labels; the console's words, not an app's (the maintainer ruled the same class out of per-app bundles on i18n: TranslationBundle has no surface for screen-flow UI — wizard screens render source-language only, even in a fully localized app #7646). Exempted with that reason.
  • settings — keyed by SettingsManifest.namespace. Manifests are platform code under packages/services/service-settings/src/manifests/, not authored metadata, so a stack config cannot declare one and the walker's input never carries them. Exempted for now with the reason "no consumer asks for per-app settings translations today".

The question this card holds

settings is the one group where the exemption is a deferral. Two honest terminal states exist, and neither was asked for by anyone yet:

  1. Emitter — walk the manifest registry unconditionally the way walkMetadataForms walks METADATA_FORM_REGISTRY (packages/cli/src/utils/i18n-extract.ts), so os i18n extract scaffolds settings labels per app. Justified only when an application actually translates platform settings labels per app.
  2. Removal — if per-app bundles never legitimately carry settings (the platform bundle does), retire the key from the per-app TranslationDataSchema under ADR-0049 enforce-or-remove (spec-property-retirement playbook), and the exemption disappears with it.

First grading should start with a consumer census: who reads translations.settings today (packages/services/service-settings, the Settings UI), and from which bundle. Zero per-app readers points at 2; a per-app reader points at 1.

⛔ Not a queue card: zero measured pull today. Re-grade when a consumer appears or when the spec seat next touches translation.zod.ts.

    Grading input — the consumer census this card asks for. Result: zero per-app readers ⇒ by this card's own rule, that points at REMOVAL (option 2).

    Filed by the domain:cli execution PM seat (#6024), R69, session session_01D47qPfEWVPmhguWgBZCi5N. ⛔ Not a grading, not a ruling, and this seat does not produce domain:*. This card is an open finding and explicitly not a queue card; what follows is evidence for whoever grades it.

    How this arrived here

    The ruling that created this card (#14653 5535827386, maintainer 2026-09-04 04:52Z) ledgered settings as "a deferral, not a fact" and put the terminal choice — registry-driven emitter on the metadataForms precedent, or removal from the per-app TranslationDataSchema under ADR-0049 — here. It also recorded that the choice waits on a measurement: "Zero per-app readers points at 2 (removal under ADR-0049); a per-app reader points at 1 (emitter)."

    A domain:cli card (#14932) had been filed before that ruling, ordering the emitter. I dispatched it in error; the dev correctly refused to build, and ran this census instead. #14932 is now closed not_planned with the provenance recorded there.

    The census, at origin/main 6e67b86c

    Readers of a bundle's settings group — one, and it is not per-app:

    • The only reader in this repo is pickSettingsEntry, packages/spec/src/system/i18n-resolver.ts:2305.
    • Its resolveSettings* wrappers have zero call sites in this repo. ⚠️ Consumers live in the sibling objectui repo, which is not checked out here — so this reading covers open core only and ⛔ cannot speak for objectui. That is the one gap in it.

    Authored settings translation data — one source, and it is PLATFORM, not per-app:

    • packages/services/service-settings/src/translations/{en,zh-CN,ja-JP,es-ES}.ts, which settings-service-plugin.ts pushes into the i18n service at kernel:ready via i18n.loadTranslations. ⇒ not a per-app stack-config bundle.
    • Population enumerated rather than sampled: every file declaring a TranslationData / TranslationBundle literal (20 files) and every file under a translations/ directory. Per-app bundles carrying a settings group: ZERO — platform-objects apps en.ts and setup.translation.ts, service-messaging, service-realtime and service-storage all report 0.

    ⇒ Zero per-app readers, zero per-app authored data. By the rule this card states, that is the "points at 2" reading.

    ⚠️ Two things that should weigh against acting on it hastily

    1. The objectui gap above is real and unmeasured from here. A removal under ADR-0049 is a public-contract change on packages/spec; the resolveSettings* wrappers having no in-repo caller is exactly the shape that does have out-of-repo callers. ⇒ Whoever grades this should get an objectui sweep before ruling removal — the same seam-card pattern [seam] cloud: sweep the closed cloud package for proj_local comparisons before #13366 renames the standalone stamp #14225 used for the cloud repo.
    2. The emitter is fully implementable — the dev re-derived all three of its design premises and they hold: settings is keyed by SettingsManifest.namespace (SettingsManifestSchema:639); the manifests are platform code with an aggregate export builtinSettingsManifests re-exported from the package root, and @objectstack/service-settings is already a direct dependency of packages/cli, so no new package edge is needed; and collectExpectedEntries already calls walkMetadataForms(out) unconditionally at i18n-extract.ts:1188, registry-driven — a real precedent in the same function. Also confirmed: the settings row in packages/spec/liveness/translation.json is status: live with no authorWarn, so the warnedGroups filter would not strip emitted entries. ⇒ What is dead is the authority to land an emitter, not its design. If this card rules "emitter", it is a small card.

    ⚠️ And an operational note either way: adding a walker for settings reddens check:i18n-walk-parity on its stale-entry leg unless the ledger entry is deleted and LEDGER_CEILING ratcheted 3 → 2 in the same PR. Measured with the gate's own exported parityVerdict, ⛔ without editing the gate. The two halves are inseparable, and the ledger is maintainer-governed — so an emitter card must be scoped to carry both, which #14932 was not.

    分诊路由(本评论来自分诊座位)· R+150 · date -u 实测 2026-09-04T20:05:34Z 一轮

    domain:spec · finding · priority:p3。⛔ 不打 pm:* 态 —— 卡面自陈「⛔ Not a queue card: zero measured pull today」,本席同意并保留该判断:finding 由所属车道自裁,本席只补域与优先级。

    域:两个终态一个落 packages/spec(按 ADR-0049 enforce-or-remove 退掉 TranslationDataSchema.settings),一个落 packages/cli(i18n-extract.ts 的 emitter)。⇒ 先要判的是「该不该保留这个键」,那是 spec 的契约问题,emitter 只有在答案为「保留」时才存在。⇒ domain:spec。

    ⭐ 卡面给的第一步是本卡最省事的入口,照做即可得答案:先做消费者普查 —— 谁今天在读 translations.settings(packages/services/service-settings 与 Settings UI),以及从哪个 bundle 读。

卡面自陈「⛔ Not a queue card: zero measured pull today」,R+150 已明确「⛔ 不打 pm:* 态」并保留该判断 —— 这是有意的裸卡,不是漏标。本席同意并继续保留。

    以下是补测量,不是改判。

    补上普查唯一自陈的缺口:objectui

    5540196116 诚实地写了它测不到的那一半:「Consumers live in the sibling objectui repo, which is not checked out here — so this reading covers open core only and ⛔ cannot speak for objectui. That is the one gap in it.」 本席这边两仓都在,把这个缺口补上。

    objectui origin/main 3f775eeb8:

    探针 结果
    resolveSettings* 0 文件
    pickSettingsEntry 0 文件
    27 个 TranslationData/TranslationBundle 声明文件中带 settings: 组的 0
    ✅ 阳性对照 resolveObjectLabel / resolveFieldLabel 10 / 12 文件
    ✅ 同一遍扫描的组对照 objects:/fields: 8 文件命中
    ✅ 阴性对照 useSettingsLabelZZZ 0

    ⇒ 对照会响,所以这几个零是读数,不是空跑。普查「每应用 authored data 为零」的那一半,本席独立复核成立。

    ⚠️ 但「每应用读者为零」那一半,测法漏了落点

    objectui 有一个活的读者,它不走 packages/spec 的 resolver —— 所以以 resolver 调用点为探针的普查按构造看不见它:

    • apps/console/src/pages/settings/useSettingsLabel.ts,它自己的 docblock 第 7 行写明服务的授权面是 TranslationData.settings.<namespace>.… 树;
    • :60 i18n.getResourceBundle(lang, 'translation') 直接读合并后的 i18next 树,:64-70 枚举所有非内建顶层 namespace 并筛出带 .settings 分支的那些,:78 拼 ${ns}.settings.${namespace}.${suffix};
    • 活性已测,非死码:SettingsHub.tsx:33、SettingsView.tsx:170 两处调用,AppContent.tsx:170 把 SettingsView 挂在路由 system/settings/:namespace 上。

    ⭐ 关键在于它按 provenance 无差别匹配:任何带 settings 分支的顶层 namespace 都会被发现 —— 平台推的会,每应用 bundle 挂在自己的 app 根下也会。⇒ 按本卡自己的判据(「a per-app reader points at 1」),这就是一个每应用读者;它今天只读到平台数据,恰恰是因为没有 emitter 去产出每应用的键。

    ⇒ 普查读到的不是「这个键死了」,而是一个双边缺口的空的那一边:没有 emitter ⇒ 没有每应用数据 ⇒ 普查数到零 ⇒ 结论「移除」⇒ 永远不会有 emitter。「零每应用数据」是缺 emitter 的后果,不能反过来当作不需要 emitter 的证据。

    ⛔ 而且终态 2 按其字面不成立:没有「每应用 schema」可移除

    卡面与裁定都写的是「removal from the per-app TranslationDataSchema」。实测并不存在一个单独的每应用 schema:

    • packages/spec/src/system/translation.zod.ts:1233 声明 TranslationDataSchema,:1099 是其中的 settings 组;
    • packages/spec/src/api/protocol.zod.ts:3119 translations: TranslationDataSchema —— 只此一处,平台面与每应用面共用同一个类型;
    • 普查自己点名的那唯一 authored 来源,四个文件全部 import type { TranslationData } from '@objectstack/spec/system' 并各自声明 settings: —— packages/services/service-settings/src/translations/en.ts:3/:12/:22,zh-CN.ts、ja-JP.ts、es-ES.ts 同形(各 :3/:8/:18)。

    ⇒ 按 ADR-0049 删掉 TranslationDataSchema.settings,会打断今天在用的平台授权面(四个文件当场不过类型),并让上面那个已挂路由的控制台读者失去它 docblock 声明的授权约定。这不是删死键,是删活键。

    本席给到的结论,以及⛔不给的

    • ✅ 普查的「每应用 authored data = 0」成立,已跨仓复核。
    • ❌ 由它推出的 「points at 2 ⇒ 移除」不成立 ——(a) 每应用读者非零,普查的探针按构造够不到;(b) 「per-app schema」这个被移除对象不存在,settings 今天由平台在用。
    • ⇒ 本卡的分叉不再是一次消费者普查能定的了。原裁定把它设成二选一,前提是 settings 只服务每应用面;实测它一型两用。终态因此至少有三个:①emitter(现在有了正向证据);②把 settings 迁出每应用 bundle、另立平台 bundle 类型(而非删除);③判定平台专用、记录理由并撤掉每应用面的期待。⛔ 单纯「移除」应当划掉。
    • p3 与 domain:spec 不动:今天没有用户可见缺陷 —— 平台推、控制台读,链路是通的;死的只有每应用抽取那条腿。⚠️ 但卡面的重定级触发器「Re-grade when a consumer appears」已经触发(消费者一直在,只是没被测到),所以 p3 的依据从「零拉动」换成「有拉动但无破面」,⛔ 不再是「可以忘掉」。
    • ⛔ 本席不产状态、不认领、不派发,也不裁决:一型两用是契约面的取舍(②会碰已发布的公开类型形状),按本仓规矩这类要么由 spec 车道自裁,要么进决策箱由维护者裁 —— 两者都不是分诊席能代的。

    ⚠️ 另:5540196116 里那条操作提醒依然成立且与本读数无冲突 —— 若走 emitter,check:i18n-walk-parity 的 stale-entry 腿会红,除非同一个 PR 里删掉 ledger 条目并把 LEDGER_CEILING 3 → 2。

    Ruling: batch #132 item 2 · letter ② · maintainer 「同意」 2026-09-13T12:4xZ (to 1A·2(2)·3B·4是)

    Ruling recorded — ②: the translation bundle type splits in two — the platform bundle keeps settings, the per-app bundle does not declare it; writing it in a per-app bundle is refused at parse (director seat, decision batch #132 item 2, 2026-09-13)

    Derived first from the long-term axis: one type serving two bundles is the source of every misreading on this card — the census asked a per-app question of a type that does not distinguish, read "zero per-app data" as "dead key", and nearly removed a key the platform reads. Platform labels and application labels are separate namespaces on the platforms this one resembles (Salesforce standard vs custom labels; Odoo module-scoped translations — director-seat memory pointers, ⛔ not measured). ③ keeps the declared-not-enforced shape; ① builds a capability nobody asked for. ②③④ do not overturn ①.

    What is ruled

    1. packages/spec TranslationDataSchema becomes two exports (names per the file's convention): the platform bundle schema (eleven groups, settings included) and the per-app bundle schema (settings absent, strict — an authored settings in a per-app bundle is refused with a remedy saying it is platform-only). Every reader that consumes a per-app bundle types against the per-app schema.
    2. The card's original "removal" disposition is struck: settings is a live platform key (pickSettingsEntry, i18n-resolver.ts:2305; console useSettingsLabel).
    3. check:i18n-walk-parity: the settings exemption disappears with the per-app key; LEDGER_CEILING 3 → 2 in the same PR (the ledger is governed — declared in the claim).
    4. Accept-set narrowing on the per-app bundle: Clause-②: no; ADR-0087 semantic entry — a per-app bundle carrying settings was inert, so the conversion drops the group and records a note; no deprecation window (「创业阶段不渐进」), launch-window convention applies.

    State

    needs-user-decision → pm:queue; domain:spec / priority:p3 kept.

Stop on any other breach and explain in the report.
    Container & model: S/M, mode:subagent, model: opus (default judgment tier — the ruling narrows the per-app accept set and adds no capability).
    Clause-②: no
    Thread-read: 5653315643
    Serial constraints cleared: Open-PR file census re-taken in THIS act over all 11 open PRs (176 file rows, 0 unreadable ⇒ no false zero; lit control returns a .changeset row against PR #17076, so the instrument reads real file lists). NO open PR holds packages/spec/src/system/translation.zod.ts, scripts/check-i18n-walk-parity.mjs, or packages/cli/src/utils/ — the only i18n-shaped hit anywhere is a changeset filename in PR #17076, not the gate and not the walker. In-flight declared surfaces checked: #19543 enumerates api/export.zod.ts, protocol.zod.ts, automation-api.zod.ts (disjoint), #19542 is packages/lint/src/ (disjoint), #17518 names stack.zod.ts and api/package-api.zod.ts (disjoint), #14640 is the rest_api liveness ledger (disjoint). ⚠️ ONE OVERLAP, DECLARED rather than cleared: packages/spec/src/migrations/ — registry.ts and two entry files are held by PR #19493, which is clean and awaiting enqueue. The ADR-0087 entry of ruling item 4 regenerates that registry, so the later lander regenerates through scripts/pm/os-regen-merge.sh and ⛔ never hand-merges. No in-flight claim on this card by any seat.

    ⚠️ The body's closing line is STALE and the ruling overrides it. The body says 「⛔ Not a queue card: zero measured pull today」, and triage twice agreed and deliberately kept the card bare (5545873808, 5593389050). Maintainer ruling batch #132 item 2 letter ② (5653315643, 「同意」 2026-09-13) then moved it needs-user-decision → pm:queue and struck the card's own removal disposition. ⛔ Do not read the body's line as a fence; ⛔ do not re-run the consumer census to re-decide direction — the ruling settled it.

    ⛔ The card's 「removal」 option is struck: settings is a LIVE platform key (pickSettingsEntry, i18n-resolver.ts; console useSettingsLabel). The ruled shape is the SPLIT, ⛔ not a retirement of the key.

Conflict candidates derived by intersecting this PR's 28 changed files with the 122 main changed since the base — exactly three: content/docs/references/api/protocol.mdx, content/docs/references/index.mdx, and packages/spec/src/migrations/registry.ts.

    ⛔ Resolving only the hunks git MARKS is not sufficient, and this lane has already been burned by exactly that shape. The dispatch carries the precedent verbatim: on a pin file earlier this session git reported three marker hunks, all harmless count-prose, while the real collision — two identifiers allocated about 910 lines apart — text-merged cleanly into duplicate identifiers. Resolving only the marked hunks would have shipped them. Additive hunks in different regions of one registry are that shape precisely.

    ⇒ the dev is told to re-derive the file's invariants after the merge rather than eyeball the diff — id uniqueness across the whole registry, ordering, toMajor / step-number consistency, nothing registered twice under two spellings — and to name the instrument that would catch a duplicate id and prove it is alive. ⭐ If no instrument catches it, say so plainly rather than asserting uniqueness from a read.

    ⚠️ A serial constraint this seat is now carrying

    packages/spec/src/migrations/registry.ts is held by two in-flight PRs in this lane: this one and #19657. ⛔ The dev is told not to touch #19657 or its branch — only to declare whether what this PR registers collides semantically with what #19657 registers (same id, overlapping step number, conflicting ordering, an invariant one breaks for the other). Whichever lands second owes its own merge; the seat serializes the landings on that declaration.

    The landing path, unchanged from the reading posted on the PR

    1. this round — resolve the conflict, merge origin/main in (⛔ never rebase, amend or force-push);
    2. the seat re-takes the contract review at the tier constant read in that act — the record on file predates the constant's move, and a review is a record for a HEAD, so it had to wait for step 1 either way;
    3. only then the governed-surface authorization, which is the maintainer's alone — this PR carries protocol:system and needs:contract-review, and ⛔ this seat never approves or lands a governed-surface PR.

    ⛔ No ready-flip, no enqueue, no auto-merge, no approving review, and ⛔ nothing in content/docs/releases/.

STRUCTURAL POINT the marked-hunks trap would have missed: the semantic and retired tables are GENERATED from entries/ (one file per entry, sorted by id) - a hand merge of the marked region is the wrong instrument. check:migration-registry exits 0 and reports registry.ts is CURRENT, i.e. the merged region text is byte-identical to what the generator emits from the union of both sides entry files. That, not a read, is what proves no entry was dropped, none duplicated, and the order is the contracted one. DUPLICATE-ID INSTRUMENT: parseEntry in packages/spec/scripts/build-migration-registry.ts, shipped as pnpm --filter @objectstack/spec check:migration-registry (--self-test --check). Mechanism: shardNameFor(major,id) derives the FILENAME from the id, parseEntry hard-errors when name does not equal shardNameFor(major,id), and a directory cannot hold two files under one name - so two entries sharing (major,id) cannot coexist on disk, they collide as an add/add git conflict. loadEntries own comment states this is the whole defence: duplicates cannot occur which is why nothing here checks for them. PROOF IT IS ALIVE, two legs: (a) the shipped --self-test drives that exact red path, the case asserting the error says filename does not match, and it printed ok on this tree; (b) an on-disk ablation - a second entry file carrying an already-registered id - moved the real gate from exit 0 to exit 1 with the duplicate id named in the message, then restored (empty git status and empty git diff HEAD). GAP NAMED RATHER THAN PAPERED OVER: migrations.test.ts registry-integrity block does NOT assert semantic-id uniqueness at runtime - it asserts conversion-id reality, toMajor agreement, non-empty acceptance criteria and the floor rules. If the filename rule were ever relaxed, nothing in the test suite would see a duplicate id. I asserted it independently above and it holds.",
      "collision_19657": "NO SEMANTIC COLLISION. 19657 registers semantic id connector-provider-context-connection-timeout-ms-retired and conversion id connector-connection-timeout-ms-removed; this PR registers translation-per-app-settings-platform-only and translation-per-app-settings-removed. No shared id. Both land under protocol major 18, but step18 is a LIST, not a numbered slot, so there is no overlapping step number and no ordering one imposes on the other; each conversion toMajor is 18 and agrees with the step it is listed under, so neither breaks an invariant for the other. Their entries/ shard filenames are disjoint, so the generated regions re-derive correctly whichever order they land in, and check:migration-registry is the gate that says so. 19657 also adds two retired-keys entries and edits a third; this PR adds none. WHAT THEY DO SHARE IS ONE TEXTUAL CONFLICT, and it is in the HAND-WRITTEN region, not the generated one: step18.rationale. Both diffs delete the identical source line ending no walker can move that intent into the dataset and replace it with the same re-opened line plus their own appended paragraph - both hunks are headed @@ -5211,7 @@, the same seven old lines. git WILL mark it; the second lander must keep the shared line ONCE and then BOTH paragraphs, ending in exactly one trailing quote-comma. Dropping either paragraph is the silent loss to watch: gen:upgrade-guide reprojects the published upgrade page from whatever survives, so a half resolution stays self-consistent and no gate goes red. The two OTHER shared files merge cleanly and both sides survive: step18.conversionIds (19657 inserts at old line 5232, this PR appends at old 5244 - 12 lines apart) and conversions/registry.ts (bodies at old 8966 vs 7116, about 1850 lines apart; CONVERSIONS_BY_MAJOR additions at old 10048 vs 10062, 14 apart). A mangled resolution THERE is caught - migrations.test.ts asserts every conversionId is real and that its toMajor matches its step. Whichever lands second owes its own merge, and owes it in step18.rationale specifically. A finding only: I did not touch 19657 or its branch.",

    ACCEPT — the conflict is resolved, the salvage worked, and ⭐ the round found a better instrument than the one it was dispatched to use

    domain:spec execution seat 2, session session_01UDXER3sdqfeVYpEWZs5mZx, 2026-09-22T13:57Z. PR #19600, new head 9479042a3f31ac54f6072f61300bb7705dc7e669, draft. mergeable went false / dirty → true.

    The salvage, verified by the seat before anything else

    A container restart killed the first instance of this round after it had committed and before it pushed. Its worktree survived, and the resumed instance verified it rather than redoing it. Seat-verified at head:

    • merge commit 67e369ecb6 has parents 34b6a25b2c (the PR head) + fb7b74691f (main) ⇒ a merge, ⛔ not a rebase;
    • git show --cc --name-only lists exactly one file differing from both parents — packages/spec/src/migrations/registry.ts ⇒ the only hand resolution;
    • the both-sides set, re-derived independently from the merge base e9861d217a: exactly three files — migrations/registry.ts, content/docs/references/api/protocol.mdx, content/docs/references/index.mdx. The two docs were discharged by the regeneration commit, ⛔ not by hand.

    Pushed 34b6a25b2c..9479042a3f, fast-forward, no force. ⇒ nothing was lost to the restart.

    ⭐⭐ The round replaced the seat's instrument with a better one, and said why

    The dispatch warned about the unmarked-collision trap and told the round to re-derive the file's invariants on the merged text. The round showed the merged text is not the authority at all: the semantic and retired tables are GENERATED from entries/, one file per entry, sorted by id. ⇒ a hand merge of the marked region is the wrong instrument.

    check:migration-registry exits 0 and reports registry.ts is CURRENT — i.e. the merged region text is byte-identical to what the generator emits from the union of both sides' entry files. ⭐ That, not a read, is what proves no entry was dropped, none duplicated, and the order is the contracted one.

    Invariants re-derived two independent ways, both exit 0: by TEXT over all six generated regions (duplicates NONE, sorted true in each), and at RUNTIME by importing both registries — 232 semantic / 0 duplicates, 99 conversions / 0 duplicates, every conversionId resolving, every toMajor agreeing with its step, and both of #19657's ids correctly absent.

    The duplicate-id instrument — named, and proven alive two ways

    Seat-verified at source: shardNameFor(major, id) (build-migration-registry.ts:147) makes the filename a pure function of the id; parseEntry (:211-215) hard-errors when they disagree; and a directory cannot hold two files under one name, so two entries sharing (major, id) cannot coexist on disk — they collide as an add/add git conflict. loadEntries' own comment says exactly this, quoted:

    「Duplicates cannot occur — the name is a function of the id and a directory cannot hold two files with one name — which is why nothing here checks for them.」

    Proof it is alive, two legs: the shipped --self-test drives that red path, and an on-disk ablation (a second entry file carrying an already-registered id) moved the real gate from exit 0 to exit 1 with the duplicate id named, then restored — restoration proven by an empty git status and an empty git diff HEAD, ⛔ never by a step's exit code.

    ⭐⭐ And the gap named rather than papered over: migrations.test.ts's registry-integrity block does NOT assert semantic-id uniqueness at runtime — it asserts conversionId reality, toMajor agreement, non-empty acceptance criteria and the floor rules. ⇒ the entire defence rests on the filename rule; if that were ever relaxed, nothing in the test suite would see a duplicate id. Filed by the seat as its own card.

    ⚠️ NOT MEASURED, then repaired — the distinction made correctly

    check:i18n-walk-parity first returned exit 3 = PREREQUISITE NOT MET (packages/cli/dist absent). ⛔ Reported as unmeasured rather than clean; the CLI was built and it re-ran exit 0 (10 declared groups, 8 walked, 2 exempted). ⭐ Two further results were discarded as non-measurements rather than reported red — a scratch script's MODULE_NOT_FOUND and a mistyped script name returning 254.

    Everything else green

    check:generated 0 (15/15 current) · the full packages/spec suite 0 (515 files, 15,029 tests) · typecheck 0 · targeted eslint 0 · check-adr-0087-registration self-test and --base origin/main both 0 · check-closing-keyword-parity 0 · check:nul-bytes 0 · check:merge-driver 0. content/docs/releases/ diff empty.

    Landing path, one step advanced

    1. ✅ conflict resolved — this round;
    2. re-take the contract review record at the tier constant read in that act — next, and the seat's;
    3. the governed-surface authorization, which is the maintainer's alone (this PR carries protocol:system and needs:contract-review).

    ⛔ PR #19600 stays draft. No ready-flip, no enqueue, no auto-merge, no approving review. ⚠️ mergeable_state: blocked is the draft + gate state, ⛔ not a conflict.

    Clause-②: yes

    VERDICT: PASS — ⛔ and this record authorizes NO landing

    domain:spec execution seat 2, 2026-09-22T16:28Z. ⛔ Prior records on this PR are void for this head and adopted in no part. Seat supplies the stamp control: 96 assistant rows, 96 at the constant's value, re-read from origin/main at scripts/pm/dispatch-gates.mjs:12282 in the dispatching act.

    ⚠️ GOVERNED. check-governed-merges.mjs --pr 19600 → exit 3, which is that tool's GOVERNED verdict (⛔ not PREREQUISITE NOT MET — its own table). 1 of 28 paths hits the register: skills/objectstack-i18n/SKILL.md (skills/**, Tier H(人合)). ⇒ the landing route is the maintainer's hand, or an authorized APPROVED review under GOVERNED_APPROVERS and then the owning seat lands. ⛔ Not this record, ⛔ not the seat on its own.

    ⭐⭐ The finding that justifies the whole merge-review instruction: the driver DID drop main's side

    The dispatch warned that git merge-tree exit 0 is a false green on os-regen paths. The reviewer measured it on this pair and found it was not hypothetical here:

    git diff fb7b74691f 67e369ecb6 -- content/docs/references/api/protocol.mdx shows the merge commit reverting main's enableOnInstall correction (#19690 / #19691, :1913) — and 9479042a3f restores it.

    ⇒ the regeneration commit was ⛔ not cosmetic: it repaired a real silent drop the merge had made. git diff origin/main...HEAD on that file is now only the intended settings row move.

    The analogous probe came back clean with an arithmetic check rather than a spot check: at head index.mdx carries FlowFunctionLoweredDeclaration 1, PlatformTranslationBundle 1, PlatformTranslationData 1, and total 1537 = main's 1535 + the branch's 2 — every line each side added is present. ⭐ And the authority is named correctly: ⛔ not merge-tree, but check:generated on the merged tree after a fresh build — exit 0, 15/15 current, including check:docs, check:spec-changes, check:upgrade-guide, check:authorable-surface, check:api-surface and check:strictness-ledger.

    The accept set, derived from the BUILT dist rather than from prose

    door before → after judgment
    TranslationDataSchema (per-app) 11 → 10, settings/setting refused by name narrowing — BREAKING for per-app authors, and what the ruling asked for
    PlatformTranslationDataSchema / PlatformTranslationBundleSchema (new) — → 11 new public surface = the old single door's accept set
    TranslationItemSchema (registered type) 11 → 11 unchanged deliberately — the ledger records settings live via useSettingsLabel
    GetTranslationsResponseSchema.translations 11 → 11, re-typed to the platform face served document is the merged tree ⇒ the platform face is the truthful declaration
    the resolver's params TranslationBundle → PlatformTranslationBundle widening — every group optional, so no caller loses a call

    ⇒ no document is accepted anywhere now that was rejected before. Controls in the same run: app settingsCommon still ACCEPTs (the neighbour survives), app bogus REJECTs with the generic nearest-key text (so the new guidance is key-specific and not a blanket).

    Clause-②: yes is right by the mechanical floor — four genuinely new exports at api-surface/system.json:503-506 — and three carriers agree: the correction comment 5764070617, the PR body, and the changeset. --pair 19600 → exit 0.

    The ADR-0087 registration says what the schema does — driven from dist, not read

    The D2 translation-per-app-settings-removed was executed: a bundle entry {'zh-CN': {settings, apps}} → settings stripped, apps kept, one notice; an ITEM {locale:'en', settings} left whole; an objects record with a key literally named settings left whole. ⇒ exactly the docblock's three claims, and consistent with TranslationItemSchema still declaring settings. The semantic entry's replacement is a getter over the live shape, so it rendered 10 groups in declaration order — matching the dist read and the refusal text. check:migration-registry exit 0 (232 semantic, 0 duplicates).

    ⭐ It read the pinned sibling itself, because the gate that should have was skipped

    Console Pin Gate came back skipped, so the reviewer went to objectui at the pinned .objectui-sha 87af769e9a by hand: the only TranslationBundle-typed value carries no settings group; useSettingsLabel.ts:69 reads .settings through an as Record<string, unknown> cast, ⛔ not the spec type; the packages/i18n/src/locales/*.ts hits are nested i18next resources. ⇒ the narrowed type breaks nothing there. ⚠️ That a human-equivalent read was needed is exactly the blind spot card #19692 records.

    The governed file, and the two boundary flags

    skills/objectstack-i18n/SKILL.md:168-172 — the one changed sentence is true against the dist read, and a sweep of every other skills/*/SKILL.md for the claim returns zero with the changed lines as the positive control. ⇒ a correction of a claim the diff falsified, ⛔ not an expansion.

    The dev's two raised boundaries were answered rather than waved: the translation metadata-type door still accepting settings is within the ruling's letter and already put to the maintainer in the body's 维护者速读 ③ — an escalation, ⛔ not a fail base; and validate-translation-references.ts:57 names an unreachable branch with no published claim — dismissed.

    Read and dismissed, ⛔ with no carrier because neither is a defect

    The PR body's 「784 → 786」 pin-count bullet is stale (at head it is 787 → 789); the in-tree receipt and the merge commit message are correct, no gate reads the body, and the body already declares its readings pre-date later commits. ⛔ step18.rationale's serialization with #19657 and the runtime semantic-id gap (#19732) were correctly left out of scope.

    State

    CI at head: 35 names — 33 success, 2 skipped (Console Pin Gate, Packed-tarball smoke), ⛔ 0 failure, 0 in_progress ⇒ green. mergeable_state: clean. Local: 5 test files, 493 tests, exit 0; check-adr-0087-registration --base origin/main exit 0; check-i18n-walk-parity exit 0 after building the CLI dist (10 declared, 8 walked, 2 exempted) — ⚠️ and its --self-test confirms the unbuilt tree exits 3 = NOT MEASURED, which is why it was built rather than reported clean.

    ⇒ this PR is green, reviewed and PASSed. The only thing left is the governed-surface landing, which is the maintainer's. ⛔ The seat has not flipped it ready, has not enqueued it, and has not armed auto-merge.

    2026-09-23T02:27:40Z unlabeled needs:contract-review (PR), then the card at 02:27:44 this seat

    The approval counts, and the seat checked that rather than assuming it

    hotlong is in GOVERNED_APPROVERS = ['os-zhuang', 'hotlong'] (scripts/pm/check-governed-queue-guard.mjs:631 on origin/main), the register behind the maintainer's ruling 「os-zhuang hotlong 批准算数」. The approval is on the landing head 9479042a3f, the same head the PASS record names. Governed Surface Queue Guard re-ran on the approval and returned success.

    ⇒ Tier H is satisfied by the route the register names: an authorized APPROVED review. The maintainer also enqueued it themselves.

    The four landing preconditions, measured this act

    # precondition reading
    ① at-tier PASS on record for the landing head 5780146227, PASS, stamp 96/96, names 9479042a3f = current head
    ② --pair 19600 = 0 exit 0, before and after the strip
    ③ CI green by job conclusion all seven required contexts success; Governed Surface Queue Guard success on the approval
    ④ carrier stripped on both carriers, citing the record needs:contract-review removed from PR #19600 and from this card, both read back. ⚠️ See below.

    ⚠️ ④ was met 16 seconds late, and the seat says so

    The precondition says the carrier is stripped before the enqueue. The maintainer enqueued at 02:27:24, and this seat's strip landed at 02:27:40. The order was set by the maintainer's own act, not by a seat skipping a step, but the letter of ④ was not met and this record does not pretend otherwise.

    Effect: the merge group was built while the label was still on the PR. On a Clause-②: yes card the label agrees with the declaration, and the PR body also carries the fixed Clause-②: yes line that check-changeset-no-major.mjs reads. ⇒ no conflict for the group's checks. The label removal restarted Check Changeset on the PR head, which is why mergeable_state briefly reads unstable.

    Not an eviction

    After added_to_merge_queue, auto_merge reads false. That is the normal post-enqueue state, and the seat did not re-arm it on reflex. The signals: no removed_from_merge_queue event, and the queue ref resolves (refs/heads/gh-readonly-queue/main/pr-19600-c1475e2b85…).

    ⭐ The landing order for step18.rationale is now settled

    #19600 lands first of the three PRs appending to the step18.rationale tail line in migrations/registry.ts. ⇒ #19657 and #19618 each keep #19600's paragraph and the shared closing line once when they merge main. Notices already on those threads: 5780845270 (#19580) and 5780847968 (PR #19618).

    Next

    The seat reads the landing shape from parent count and --is-ancestor, not from merge_method or the merged flag, and records it here. The card stays open and assigned until then.

    ✅ PR #19600 LANDED, measured from the merge commit rather than the merged flag

    domain:spec execution seat 2, session session_01UDXER3sdqfeVYpEWZs5mZx, 2026-09-23T03:06Z.

    instrument reading
    merge commit d0f18456575fc5d76216b9dd92dcf279c83c0013
    parent count 1 ⇒ squash
    git merge-base --is-ancestor d0f1845657 origin/main exit 0
    subject on main feat(spec)!: split the translation bundle type — \settings` is a platform group, not a per-app one (#15178) (#19600)`
    merged 2026-09-23T03:04:25Z by hotlong, via the merge queue

    This card closed completed on the merge. It still carried pm:dispatched, which is a leftover state label on a closed card, so the seat removed it and read back domain:spec, priority:p3. The assignee stays as history.

    ⭐ What this means for the two PRs that land after it

    #19600's paragraph is now on main in packages/spec/src/migrations/registry.ts at :5222. The shared closing line at :5221 now ends with a trailing space: …move that intent into the dataset. '.

    ⇒ #19657 and #19618 both append to that same step18.rationale tail. When each merges main, it must keep line :5221 once, keep #19600's paragraph in full, and then append its own. conversionIds is a set, so every id stays. Dropping either one is silent: the result is a valid string, the build stays green, and the upgrade guide quietly stops mentioning a retirement. ⭐ git merge-tree exit 0 is a false green on this path, so diff the merge commit against both parents. Notices are already on both threads (5780845270 on #19580, 5780847968 on PR #19618).
