Why (measured on #2060 item 5, PR #2117's dev, report comment 6184527028)
- Both pages render only at a typed URL: no navigation entry, no doc names either as a destination, no consumer.
app_launcher_page(type: 'app'): a header, a search input and anapp:launcher"Your apps" strip with one app (HotCRM). It duplicates the console's own app switcher and/home"Your apps".utility_bar_page(type: 'utility'): renders inline in the main column (position: static, not floating): a heading, an empty Quick Notes card (theKNOWN_EMPTYexemption intest/metadata-references.test.ts), a search input and a notifications block that draws nothing.
