Other locales, phase 0: delete the 50 stale ja/de/es/fr/ko pages so readers get correct English, and sync the locale sidebars to the English page lists #384

Decision
On 2026-10-29 at 09:44Z, in the project thread, the maintainer (Steedos) agreed to a phased plan for the five non-Chinese locales. #347 records the earlier ruling that these locales would be re-decided once #343–#346 landed. All four have now landed.
- Phase 0 (this card). Remove every stale page. Readers fall back to English, which is correct.
- Phase 1. One language at a time, starting with ja. Translate the entry path first, about 20 pages: start, use, editions, license. Connect it to the translation routine (Run the zh-Hans translation pass as a routine (on merge to main touching English pages, or weekly), stamped with --stamp, so coverage converges without a hand-run pass #379) at the same time.
- Phase 2. Bring that language to full coverage, then watch it for two weeks at 0 stale.
- Phase 3. Add the next language, in an order set by visitor data.
The rule for every phase: a language either has a whole section covered and kept current by the routine, or it has no translation there. Scattered stale pages are not allowed.

check-translations reports each of ja, de, es, fr and ko as 10 stale, 88 missing. Every existing page is stale. Each locale has the same 10 pages:

Each locale also has 11 meta.<locale>.json sidebar files. configure/permissions/meta.ja.json and its siblings list a pages array without hierarchy-visibility, so that page is missing from those sidebars.
The change
- Delete the 50
*.{ja,de,es,fr,ko}.mdxfiles. A deletion is allowed under AGENTS.md step 3, and the ownership check allows it. - In every
meta.{ja,de,es,fr,ko}.json, setpagesto exactly the Englishmeta.jsonpages, in the same order. Keep the translatedtitle, since a sidebar label is not a stale page. - Do not touch en, zh-Hans or zh-Hant.
Acceptance
check-translationsshows each of the five locales at 0 stale. Missing stays at 98, because those pages fall back to English.- Every five-locale
meta.*.jsonpagesarray equals its English one. check-locale-surfaceand the build are green.- One rendered check of a
/ja/docs/...page shows English content with the ja chrome.
