docs: record P1R-C03 as merged and P1R-C04 as active - #39

P1R-C03 (novelKR/CodeSpace#104) was merged on the owner's approval as CodeSpace main 1fda789, and its post-merge CI is green. On the same approval the owner started P1R-C04. Why
P1R-C03 (novelKR/CodeSpace#104) was merged on the owner's approval at head
4e54309as CodeSpacemain1fda789. Its post-merge CI run 38686514388 passed all 17 jobs, hosted macOS included: in its first attempt only the macOS contracts job failed, and the one re-run of that job passed. With the same approval the owner started P1R-C04. CodeSpace's DevGuard pin stays6e7e065.Changes
