Summary
Bumps the release version to 0.5.0 across the four manifests and resyncs
Cargo.lock.0.5.0 moves Nightcore to maintenance mode: the dependency backlog is landed (TypeScript 6, vitest 4, vite 8, Tauri 2.12, Claude Agent SDK 0.3.282 with the current model catalog), two lint-meta reporting bugs are fixed, and the Council feature is removed.
