Update test model files for new ss3 release

@Rick-Methot-NOAA, sorry for the confusion. This PR (and the recently closed one #95) are not for an actual new release, they are to get the Report.sso file into the github repo from the previous release 3.30.25.1. But the github action to update the files automatically adds the title about new release.

Having Report.sso files in the repo will resolve #87 and I think will also be helpful when we create the pre-release and release for the rebin branch as we'll be able to look at changes to Report.sso across all of the models.

The changes in this PR are

• time stamps for all the files that include them
• random seeds
• Report.sso for each of the models
• same tiny changes in parameter estimates for a few of the models, perhaps due to changes in hardware or operating systems used by the github actions

Good idea. I suspect an AI based compare of report files could be tailored to only display meaningful differences.
