[Bug]: occ update:check does not list all app updates that are shown in the Apps UI #65960

- I'm using a maintained major version of Nextcloud Server and tested against the latest patch level. (Supported major versions and current patch levels).

- I've tried my best to provide clear reproduction steps that someone unfamiliar with this bug could use to reproduce it.
Bug description
occ update:check and the Apps page (Administration → Apps → Updates) report a different number of available app updates. Some apps that are shown with an available update in the web UI are missing from the output of occ update:check.
Example from my instance:
- Apps UI: Deck 1.17.4 → "Update to 1.18.6" (and one further app)
occ update:checkoutput
Steps to reproduce
- Go to Administration → Apps → Updates
- execute occ update:check
- compare both outputs
Expected behavior
List all extension which should be updated in occ.

Hi @tsubotitsch, thanks for the report.
In your app list, Deck is disabled and also listed in
app_install_overwrite. Are the apps missing fromocc update:checkall disabled or in that setting?Could you also paste the
occ update:checkoutput as text?
