A file uploaded today can carry an mtime from weeks ago, so it looked old or didn't show at all. When a file's upload is newer than its mtime, it's now recommended as "Uploaded …", at its upload time, with the same 0.1 weight as edited.

Relates to #888. Stacked on #1209. Needs nextcloud/server#65998 for uploads with an old mtime to come through getRecent() at all.

Tested on a 36 instance with that server change applied: a file uploaded with a 40 days old mtime shows as uploaded a second ago.

An upload keeps the mtime it had on the uploader's device, so a file
uploaded today could look weeks old. When the upload is newer than the
mtime, recommend the file as uploaded, at its upload time.
