Workflow updates no longer get automatically merged #812

Steps to reproduce

1. Have an outdated github action in your app/project
2. Have Dependabot active and the dependabot-approve-merge workflow enabled to automatically merge minor/patch updates
3. Wait for Dependabot to report the PR. Probably recreation (@ dependabot recrete) might do it as well.

Expected behaviour

All uncritical dependencies are automatically merged accoring to the workflow

Actual behaviour

GitHub refuses to merge the dependabot PR as it changes a workflow file. It needs workflows: write permission.
