Bump the local-build version default to 0.1.1 - #289

The csproj carries a version for local builds (a release overrides it from the tag, which stays the one place a version is written down). It sat at 1.0.0, so a build from source reported 1.0.0.0 while the published package is 0.1.1 — misleading. Align the default with the released version; the tag still governs what a release publishes.
