Resolves: N/A Add a Dependabot config so GitHub Actions used by the workflows get version-bump PRs automatically (weekly, grouped into a single PR). The workflows currently reference 13 distinct actions, some already at mixed majors (`download-artifact` v6 and v7); this keeps them current without manual sweeps.
