Walkthrough
The conversion model exposes a tracked terms-of-use URL to both conversion pages, which require agreement before enabling conversion. Upload rate-limit errors now produce a dedicated warning. After ScoresPage applies a recognized subsection, HomePage clears its subsection value.
Priority: Normal
Merge Risk: Low · up to 2567e
The terms-of-use checkbox and upload-limit warning work for the common cases. Two gaps remain. A 429 response with a non-standard body shows the generic upload error instead of the limit message. Keyboard and screen-reader users cannot open the terms link before agreeing. Both are bounded fixes that should be addressed soon, and neither threatens data or availability.

Map HTTP 429 responses to the rate-limit error, not only to the body error code.
The new mapping reads only CONVERT_ERROR_CODE_KEY. The upload path adds that key only when the response body is a JSON object that contains it. A 429 response with a different body, such as a non-JSON gateway page, leaves the key unset. errorCode then becomes ConvertErrorCode::Unknown, and the error maps to Err::ConvertUploadFailed. The user sees the generic upload failure instead of the rate-limit error.
Also check the returned Ret code for cloud::Err::Status429_RateLimitExceeded, which the cloud service sets for HTTP 429. Map that case to Err::ConvertRateLimited as well.

Expose the terms link as a separate navigation control.
TermsOfUseCheckBox provides keyboard and accessibility navigation only for the checkbox. The terms link is handled by pointer interaction in the label, so keyboard and screen-reader users cannot open termsOfUseUrl before agreeing. Add a separate navigable control that opens termsOfUseUrl.
